Job summary

The State of New Hampshire, Department of Health and Human Services, Division of Medicaid Services, seeks a Deputy Medicaid Director in Concord. This senior leadership role leads policy development, program operations, and strategic direction for Medicaid initiatives, with responsibility for staff management and legislative engagement.

Requires a master’s or bachelor’s degree with substantial public administration/health policy experience and a strong track record in state government.

Qualifications

• Master’s degree with a major study as listed and eight years of work experience or substitutions as described.
• Bachelor’s degree with a major study as listed and nine years of work experience or substitutions as described.
• Valid driver’s license and/or access to transportation for travel as required by the position duties.

Responsibilities

• Ensures DMS strategy and operations align with the Division and Department goals, monitors compliance with regulatory mandates, allocates resources efficiently, and drives measurable outcomes.
• Oversees and directs the Directors of DMS, provides supervision and professional development, and ensures timely performance evaluations.
• Leads DMS operations in program management for Medicaid Care Management, Federal Waivers, State Plan and amendments, MMIS, and policy/contract negotiations.
• Prepares budget materials with Finance and Medicaid Director; monitors budgets and enforces fiscal controls.
• Leads short- and long-term priorities for managed care, clinical programs, policy, system enhancements, procurements, and cross-agency collaboration.
• Develops legislative strategy with the Medicaid Director, drafts legislation, and presents testimony at hearings.
• Oversees policy and rule-making coordination with other DHHS units to ensure compliance with federal and state regulations and State Plan amendments.
• Analyzes data and metrics to inform planning and decision making; prepares reports for the Director.
• Represents the Department and Division in meetings with officials, professionals, and stakeholders; provides guidance to state agencies, legislature, and the public and testifies when required.
• Interfaces with federal/state agencies and partners to resolve issues from DMS stakeholders and beneficiaries.

Education

Master’s degree with eight years of work experience in public administration, health policy, finance, public health, public policy, law or related field

Bachelor’s degree with nine years of work experience in public administration, policy administration, business, management or related field
