Job summary

The Port Authority of New York and New Jersey seeks a Deputy General Manager for the World Trade Center Department. This senior leader will oversee operations, maintenance, asset management, and capital projects for the 16-acre World Trade Center campus, reporting to the General Manager.

You will manage staff, contractors, and budgets, coordinate with divisions and tenants, and serve on the senior management team to maintain Class A standards and emergency preparedness.

About the Role

The Deputy General Manager is a senior leader in the World Trade Center Department responsible for the safe, reliable, and high-quality operation and maintenance of Port Authority-owned and controlled assets across the 16-acre World Trade Center campus. Reporting to the General Manager, this role leads facility management activities, employees, contractors, and key projects while helping maintain the campus to Class A real estate standards.

The Deputy General Manager works closely with World Trade Center divisions, Port Authority partners, tenants, vendors, and campus stakeholders to coordinate operations, maintenance, asset management, capital and major maintenance work, and emergency preparedness. As a member of the senior management team, the selected candidate will represent the General Manager when needed and help advance the World Trade Center's mission as a landmark of international significance and a world-class destination.

Responsibilities

• Lead, develop, and manage employees and contractors responsible for facility operations and maintenance, fostering strong performance, engagement, accountability, and collaboration.
• Oversee the site-wide property management agreement and related subcontractors, ensuring contracted services, facility standards, and contract administration requirements are met.
• Direct maintenance and asset-management programs across structural, electrical, mechanical, vertical transportation, security infrastructure, flood protection, and other critical World Trade Center systems.
• Oversee use and continuous improvement of the enterprise asset management system (Maximo), including documentation, reporting, and preventive, corrective, and emergency maintenance activities.
• Manage cyclical inspections, deficiency resolution, and immediate repairs for vertical transportation, fire protection/life safety, structural integrity, and other infrastructure systems in coordination with Quality Assurance and other partners.
• Lead emergency preparedness and response activities, including hurricane and flood-mitigation planning, training and exercises, severe-weather coordination, and participation in the World Trade Center Emergency Operations Center as needed (this may requireoff-hourand weekend schedules on an infrequent basis).
• Plan and manage operating, maintenance, and project budgets; identify and prioritize facility maintenance and construction needs for delivery through contractors, the Capital Program, or major maintenance programs.
• Oversee facility service contracts, purchase orders, professional services, and contractor/consultant performance, including review of scopes, schedules, budgets, invoices, and resolution of issues affecting delivery.
• Coordinate the identification, prioritization, and execution of projects with World Trade Center divisions, Engineering, Procurement, Law, Risk, security and operations partners, and other Port Authority stakeholders.
• Serve as a senior liaison with tenants, external agencies, business partners, and campus stakeholders on facility operations, projects, and third-party agreements, balancing competing interests and supporting effective outcomes.

Minimum Qualifications

• Bachelor's degree in Engineering, Facilities Management, Project Management, or a related field from an accredited college or university.
• Minimum of ten (10) years of experience managing projects, facilities, programs, or initiatives related to infrastructure, facilities, or maintenance.
• Must possess and maintain a valid driver's license.

• Expertise in project/program management, budget and resource planning, and financial management, including experience developing and maintaining complex multi-year budgets.
• Experience developing and administering procurement, facility service, and professional services contracts, including oversight of contractor/consultant performance, purchase orders, invoicing, scopes, schedules, and budgets.
• Knowledge of facility maintenance operations and safety practices across mechanical systems (including HVAC, vertical transportation, and fire/life safety), structural assets, and electrical/communications systems; familiarity with drawings/blueprints and computerized maintenance management systems such as Maximo.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:

Minimum: $132,964 Midpoint: $172,867 Maximum: $212,758

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
