Job summary

The Home Care Services Program (HCSP), part of the Agency HRA/DEPT OF SOCIAL SERVICES, is recruiting for one Deputy Director Administration MAP M-IV to function as an Assistant Deputy Commissioner. The Deputy will advise the Deputy Commissioner, oversee CASA Field Operations and the Medical Review Team, manage contracts for home care vendors, and lead IT modernization efforts to improve service delivery.

Hours are Monday–Friday, 9am–5pm.

Qualifications

• A baccalaureate degree and four (4) years of executive experience directing large teams.
• A master's degree may substitute for two years of experience.
• Experience in public or major social welfare agencies or large hospitals is preferred.
• Knowledge of Medicaid and home care services in New York City is a plus.
• Strong leadership, writing and analytical skills.

Responsibilities

• Advise Deputy Commissioner and provide program operations knowledge and data analysis.
• Oversee CASA Field Operations and unit operations.
• Oversee Medical Review Team/Personal Care Services operations.
• Manage procurement of home care services for low‑income disabled, aged, and blind; negotiate contracts.
• Oversee contract management for home care vendors; ensure compliance with regulations.
• Oversee HCSP computer systems and modernization; allocate resources and improve communications.
• Represent HCSP in external/internal meetings and liaise with leadership and vendors.
• Establish program standards and performance indicators; update policies.
• Collaborate with Deputy Commissioner and Chief Special Services Officer on goals and strategies.
