OVERVIEW

Cook County is seeking a Deputy Director, Budget to support the delivery of technical and operational services within the department. This leadership role oversees daily operations, manages professional and managerial staff, and advises senior leadership on budgetary matters. The Deputy Director plays a key role in policy development, conducts complex financial analysis, and coordinates the preparation of the County’s annual budget. The position also serves in an acting leadership capacity as needed.

ROLE SUMMARY:

Assists in the overall delivery of technical and operational services for the department. Directs and supervises the day-to-day activity of professional and managerial level staff. Meets and consults with senior leadership concerning budgetary matters. Aids in the development of policy as it relates to operations and directs managerial level staff in developing and implementing departmental policies and procedures. Performs highly complex analysis, evaluation, and review of financial condition, revenues and expenditures of Cook County funds. Coordinates work with senior leadership in the preparation of the annual budget at all levels. Performs in the acting capacity as
senior leadership in his/her absence or when that position is vacant.

KEYRESPONSIBILITIESAND DUTIES :

  • Assists senior leadership with planning, organizing and implementing each phase of the budgetary process leading to completion of the annual appropriation bill.
  • Directs and supervises work activity of professional bureau/department staff; delegates responsibility for completing various projects to managerial level bureau/department staff.
  • Oversees the preparation and review of comprehensive financial reports, including budget reports and operationalreports.
  • Manages the preparation and review of the budget book, ensuring accuracy and compliance with financialregulations.
  • Directs the conduct of research to gather information on proposed initiatives and special projects; reviews and approves research findings and forwards recommendations to senior leadership.
  • Provides leadership and guidance to staff, developing and implementing policies and procedures to achieve departmental goals.
  • Assists senior leadership to oversee staff development, performance management, and employee relations.
  • Attends meetings with department heads and County officials concerning budgetary matters; represents senior leadership’s absence.
  • Communicates with County departments and stakeholders to ensure effective information sharing and project coordination.
  • Oversees the development, implementation, and management of the County's annual operating and capital budgets. Participates in confidential discussions regarding budget matters

KNOWLEDGE,SKILLSAND ABILITIES :

  • Knowledge of the principles and practices of program performance budgeting, governmental accounting, and general public administration. Knowledge in or skills pertaining to all aspects of formulating a balanced budget within the parameters of available resources. Ability to analyze complex financial and other statistical data.
  • Ability to effectively coordinate, supervise, and direct staff in department matters. Skills in the management of other professionals engaged in computer-based financial and budgetary analysis. Ability to provide strategic leadership, insight, support, and direction to support the unit's mission and goals.
  • Ability to implement the strategic vision of a department or organization-wide function. Ability to implement plans and objectives, and oversee the efficiency and performance of specific processes and operations.
  • Ability to make sound judgments and recommend policy. Ability to solve complex problems that have a long term impact on the unit and organization.
  • Ability to effectively communicate and explain financial and policy-related information to others.
  • Knowledge of data management principles, methods, and tools.
  • Ability to manage multiple projects simultaneously.
  • Ability to work in a highly confidential environment .

MINIMUM QUALIFICATIONS :

  • Graduation from an accredited college or university with a Bachelor’s degree or higher and
  • Four (4) years in budgetary or financial analysis, program evaluation or directly related experience or
  • An equivalent combination of education and/or experience.

PREFERRED QUALIFICATIONS :

  • Graduation from an accredited college or university with a Master’s Degree in business administration, public
    administration, public policy, political science, finance or economics
  • Six (6) years in budgetary or financial analysis, or program evaluation.
  • Four (4) years of previous management or supervisory experience

Must be legally authorized to work in the United States without sponsorship

PHYSICAL REQUIREMENTS :

Sedentary Work

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

factors may be considered when taking any employment action. As an employee in a Shakman Exempt position, if you
do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency
within Cook County.
