The Bureau of Technology is seeking a Deputy Director, Enterprise Applications to join the team. This executive management position is responsible for policy development, strategic planning, and operational direction. The role involves overseeing the full lifecycle of information technology applications, including creation, design, development, support, and retirement. The Deputy collaborates with internal and external partners and vendors to plan, organize, and administer departmental activities, serving as a confidential advisor to the CIO, Deputy CIO, and Director.

Key Responsibilities
  1. Coordinate application lifecycle management and staff supervision.
  2. Review project work plans and prioritize tasks.
  3. Evaluate new hardware and software, recommending upgrades.
  4. Prepare budgets and financial documents.
  5. Set departmental goals and priorities.
  6. Review employee performance and coordinate training.
  7. Resolve complaints related to department personnel or service delivery.
  8. Research best practices and document recommendations.
  9. Handle confidential and sensitive IT documents and security matters.
  10. Assign and review work for staff.
  11. Serve as acting director in their absence.
Knowledge, Skills, and Abilities
  1. Expertise in application lifecycle management and analysis tools.
  2. Ability to choose appropriate project delivery methods.
  3. Excellent communication and leadership skills.
  4. Knowledge of data storage and management strategies.
  5. Strategic planning and operational coordination skills.
  6. Leadership in supporting organizational goals.
  7. Problem-solving skills with long-term impact considerations.
  8. Ability to implement strategic visions and oversee operational efficiency.
Minimum Qualifications
  • Bachelor’s degree from an accredited institution.
  • Four years of managerial experience in application lifecycle management.
  • Or an equivalent combination of education and experience.
Preferred Qualifications
  • Six or more years of experience in application lifecycle management.
  • Four years of management or supervisory experience.
  • Master’s degree in computer science or related field.
Physical Requirements

Sedentary work involving minimal physical effort, primarily sitting with occasional walking or standing.

Employment Terms

This position is exempt from county’s career service rules, at-will, and subject to residency requirements within six months of hire.
