DCAS is seeking a Deputy Assistant Commissioner for Workforce Operations in New York City. This senior role partners with the Assistant Commissioner to shape citywide workforce initiatives, recruitment strategies, and learning programs to attract, develop, and retain top talent across City agencies.

The position requires deep expertise in recruitment, workforce analytics, and program leadership, with focus on cross-agency collaboration, policy guidance, and data-driven decision making.

Qualifications

• Seasoned workforce strategist with deep expertise in recruitment, talent development, workforce analytics, and operational efficiency.
• Experience advising senior leadership on citywide workforce initiatives and policy reforms.
• Strong communication and stakeholder management skills, with ability to present to executives.

Responsibilities

• Advise on strategic priorities, workforce challenges, and operational improvements to support citywide initiatives.
• Track and manage key workforce operations priorities with timely follow-up and alignment to agency goals.
• Support internal service delivery improvements and foster transparency and collaboration within Workforce Operations.
• Lead strategic projects from inception to completion with cross-functional collaboration.
• Ensure compliance with local laws and required reporting for Workforce Operations.
• Develop, review, and refine reports and presentations for senior management and external stakeholders.
• Oversee Citywide Learning & Development, managing leadership development and training programs at the Citywide Training Center.
• Execute marketing and outreach strategies to promote training opportunities and engage City employees.
• Monitor training participation trends and outcomes to refine offerings and methods.
• Manage relationships with agency training liaisons and external vendors.
