Job summary

NYC Department of Citywide Administrative Services seeks a Deputy Assistant Commissioner for Workforce Operations to lead strategic workforce initiatives across City agencies. You will drive recruitment, talent development, analytics, and policy implementation to strengthen citywide workforce effectiveness.

Qualifications

• Master's degree in economics, finance, accounting, business or public administration or a JD and related experience.
• Bachelor's degree plus four years of professional experience in budget/management, operations research or personnel administration.
• Advanced experience in executive, managerial, or supervisory roles.
• Experience with budget administration, financial analysis or program evaluation.
• Proven ability to lead workforce development, policy reform, and cross‑agency collaboration.

Responsibilities

• Advise the Assistant Commissioner on strategic priorities and workforce initiatives.
• Track and manage key workforce operations priorities with timely follow-ups.
• Support internal service delivery improvements and cross‑agency collaboration.
• Lead strategic projects from inception to completion with cross‑functional teams.
• Ensure compliance with laws and reporting requirements for Workforce Operations.
• Develop and refine reports, talking points, and presentations for leadership and stakeholders.
• Oversee Citywide Learning & Development, including leadership development and training programs.
• Execute marketing and outreach strategies to promote training opportunities.
• Monitor training participation and outcomes to refine offerings.
• Manage relationships with agency training liaisons and external vendors.
• Collaborate with leadership to align LOS goals and initiatives.
• Research workforce development trends to identify process improvements and policy reforms.
