Job summary

The City of Phoenix Public Works Department seeks a Department Budget Supervisor to lead the development, administration, and monitoring of the operating budget and capital improvement program. Qualifications

Responsibilities

  • Oversee the development, analysis, and administration of the department operating and capital budgets.
  • Provide expert guidance on budget methodologies, forecasting, and financial planning.
  • Prepare and evaluate complex financial reports, expenditure projections, and cost benefit analysis.
  • Monitor budget performance and ensure compliance with city policies, financial standards, and reporting requirements.
  • Lead and supervise staff responsible for budget development, financial analysis, and grant tracking.
  • Coordinate with division leaders to align fiscal planning with operational needs, priorities, and performance targets.
  • Review and approve budget modifications, transfers, and financial recommendations.
  • Present budget information to department leadership, city management, and other stakeholders.
  • Support long range financial planning, revenue analysis, and scenario modeling.

About This Position

The City of Phoenix Public Works Department is seeking a highly skilled and detail-oriented Department Budget Supervisor to oversee the development, administration, and monitoring of the department operating budget and capital improvement program. Public Works is a fast-paced, community-focused department providing essential citywide services, including Solid Waste, Facilities Management, and Fleet Services.

Key Responsibilities
  • Oversee the development, analysis, and administration of the department operating and capital budgets.
  • Provide expert guidance on budget methodologies, forecasting, and financial planning.

Salary

Pay and Hiring Range : $97,364.80 to $130,478.40 annually.

Pay Range Explanation
  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications
  • Four years of professional level experience in budget or accounting, including one year of experience working with complex financial systems.
  • Bachelor's degree in accounting or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Advanced experience with:
    • Complex budget development, financial analysis and forecasting.
    • Financial accounting, accounts payable, accounts receivable and work orders.
  • Advanced technical aptitude with financial management applications, such as SAP, SRM, and Sherpa.
  • Advanced financial analysis experience working with Microsoft Excel (data management, pivot tables, formulas, forecasting methodologies).
Experience With
  • Grants, Bonds and/or Enterprise Funding.
  • Supervisory and leading financial teams including training, coaching and employee development.
  • Financial Management experience working with a Utility or Service industry.
  • Preparing Financial Reports and Dashboards and presenting to executive leadership.
  • Working with long range Capital Improvement financial planning and budgeting.
  • Written and oral communication skills, including the ability to communicate effectively within all levels of the organization, build and maintain relationships.
  • Providing excellent customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
