Job summary

A. Harold & Associates is seeking a detail-oriented Financial Analyst to support the H-53 variants program at NAS Patuxent River in Patuxent River, MD.

You will perform quantitative financial and investment analysis to optimize program funding streams while ensuring fiscal compliance. Responsibilities include building spend plans, tracking appropriations (APN, RDT&E, O&M) and translating data into actionable reports for leadership.

Qualifications

• Must possess a DoD Secret Security Clearance to access the airfield and military installation.
• Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited institution.
• 3 to 10 years of progressive experience in financial analysis, budget tracking, or data-driven asset management.
• Hands-on proficiency utilizing Navy ERP (NERP) for financial tracking and reporting.
• Demonstrated working knowledge of diverse DoN Appropriation Types and federal procurement cycles.
• Proven experience in building and adjusting defensive program Spend Plans.
• Strong quantitative and analytical reasoning capabilities, intermediate-to-advanced Microsoft Excel skills, and precise professional communication skills.

Responsibilities

• Conduct data-driven quantitative analyses of financial information, asset structures, and funding trends affecting the investment and procurement programs.
• Formulate, monitor, and manage detailed program spend plans, tracking milestones against commitments and expenditures.
• Evaluate Navy appropriation types to guarantee regulatory compliance and funding alignment.
• Leverage defense systems to input, extract, and reconcile financial data, producing status reports.
• Assess accounting reports for variances and assist in resource allocation forecasts.
