Job summary

Technology Service Corp. is seeking a seasoned Financial Manager to oversee cradle-to-grave budget formulation, tracking, and reporting for multi-year DoD programs.

You will develop policies, maintain spend plans, coordinate close activities, and ensure compliance across CCaR, GFEBS, DAI, and DEAMS. The role requires expertise in program controls, SOW/PWS development, and executive-level reporting; collaboration with military personnel, civil servants, researchers, and contractors is essential.

Qualifications

• Bachelor's degree in Business Administration, Finance, Accounting, Project Management, or related field.
• 10+ years in accounting or controllership with responsibility for financial close and reporting, project controls, or defense financial management.
• Active DoD Secret clearance eligibility and U.S. citizenship.
• Advanced proficiency in Microsoft Excel and scheduling tools; experience with DoD financial databases or ERP systems (CCaR, GFEBS, CRIS, DAI, Navy ERP).

Responsibilities

• Oversee cradle-to-grave budget formulation, allocation, and tracking across multi-year DoD budget activities.
• Identify schedules, dependencies, risks, and implement performance measurement for TRL projects.
• Prepare executive visuals, reports, PMRs, and coordinate across military, civil servants, and contractors.
