Mission Objectives - Defensive Cyberspace Operations (DCO) are the passive and active measures taken to detect, characterize, and defeat adversary activity on Army networks and preserve the Army's ability to use its own cyberspace capabilities - a distinct, adversary-focused mission from routine IT infrastructure or help-desk support. This position holds overall responsibility for task order management on the USARC Defensive Cyberspace Operations Mission Support Services (DCOMSS) effort, across all functional areas: Blue Team Operations, Integrated Assessments, Cyber Threat Intelligence, Exercise and Training Support, Tooling Lifecycle and Configuration Management, and Administrative and Reporting Deliverables. The Project Manager – Intermediate is one of three Key Personnel positions on this task order.

Position Responsibility Summary
  • Serve as Key Personnel and hold overall task order management responsibility for cost, schedule, and performance across all functional areas.
  • Serve as TeAM's primary interface to the Contracting Officer's Representative (COR) and Contracting Officer (KO); own the monthly progress/status/management report, weekly Situational Report, In-Process Reviews, and quarterly/semi-annual program reviews.
  • Direct execution of the Quality Control Plan, inspection system, and Contract Discrepancy Report response process (5 business-day turnaround).
  • Own the Phase-In/Phase-Out Plan and lead or directly oversee the 30-day phase-in to Full Operational Capacity without break or degradation of mission-essential 24/7/365 coverage.
  • Directly supervise the Blue Team Lead and CTI Lead; ensure coordinated cross-cell tasking and resolve cross-functional resourcing conflicts.
  • Own contract-level compliance: DoDM 8140.03 workforce qualification tracking via ATCTS, the Supply Chain Risk Management Plan, the Property Management Plan, and Section 508 accessibility compliance.
  • Maintain the Workforce Qualification Register and ensure personnel are qualified for their assigned DCWF work roles and proficiency levels in accordance with DoDM 8140.03 prior to assignment.
Position Requirements
Experience
  • Minimum 5 years of documented, specialized DoD or enterprise IT/cyber program/project management experience.
  • U.S. citizenship.
Certifications and Qualification
  • Certifications: Qualification for the Project Manager work role (Management - 8140 PM equivalency) under DoDM 8140.03, in compliance with the applicable ITES-3S labor category. Candidates qualify through one of three recognized pathways: (1) a certification recognized under the current DoD 8140.03 Qualification Matrix for this work role - highly desired certifications include Project Management Professional (PMP) together with a cybersecurity credential such as CompTIA Security+ or (ISC)² CISSP; (2) an approved degree plus DoD/commercial training combination; or (3) documented equivalent experience per Component-specific 8140.03 implementation guidance. No single certification is independently mandatory.
  • Qualification Verification: TeAM verifies each candidate's qualifying certification, training, or degree/experience combination against the current DoD Cyber Workforce Framework Qualification Matrix at https://public.cyber.mil/wf/dcwf/ at proposal, at hire and throughout performance. Experience
  • Demonstrated experience managing a Firm-Fixed-Price task order spanning multiple functional/technical areas with direct COR/KO interface.
  • Demonstrated experience managing a contract phase-in/transition without service disruption.
  • Education: Bachelor's degree in a related field, or equivalent demonstrated experience in lieu of degree (TeAM recruiting standard; not independently Government-mandated).

Experience
  • Prior direct performance on USARC's current legacy NEC-aligned support contract, or on another Army Reserve, ARCYBER, or NETCOM-supported program.
  • Currently resides in or near Fayetteville/Fort Bragg, NC, or able to report on-site within a short timeframe of award without relocation lead time.
  • Prior Army Reserve, NETCOM, or ARCYBER-aligned program management experience.
  • Experience transitioning a legacy IT services contract into a dedicated cyber defense capability.
  • Experience managing a task order operating as, or in support of, a Cyber Security Service Provider (CSSP) under DoDI 8530.01.
  • SCRM Plan authorship experience addressing the CNSSI 1253 / NIST SP 800-53 SA-12 supply-chain-risk control family.
  • Section 508 / accessibility compliance program management experience.
  • Experience managing a workforce performing 24/7/365 mission-essential functions, not solely standard business-hours program management.
  • Experience with the Enterprise-wide Contractor Manpower Reporting Application (eCMRA) or equivalent DoD contractor manpower reporting.
  • Familiarity with the ITES-3S / Digital Marketplace ordering vehicle.
Additional Credentials
  • Education: Master's degree in a related field.
  • Certifications/Training: ITIL v4 Foundation - credential beyond the baseline PM qualification pathway shown above.
  • Other: Existing SECRET or TS clearance in place; 7+ years of DoD program management experience.

Duty Location: USARC Headquarters, Fort Bragg, North Carolina (on-site - the default performance posture for this task order)

Work Arrangement: Onsite. Telework is authorized only with prior written COR approval and, when approved, is performed exclusively over Government-furnished equipment via the supported RCC-managed VPN - not a standard work arrangement for this role.

Travel Requirements: Primarily CONUS - periodic travel for program reviews, In-Process Reviews (IPRs), and post-award conferences as required; minimal OCONUS travel.

Work Hours: Core administrative hours 0600-1700 local, Monday–Friday, excluding Federal holidays; no overtime/compensatory time authorized for administrative functions; must remain reachable in support of 24/7/365 mission-essential functions performed by the Blue Team.
