Job summary

Evolver is seeking an experienced IT and cybersecurity leader to manage the XT-CS-CIO program for federal customers. The role involves implementing security frameworks, directing risk assessments, and coordinating audits to ensure robust protection of critical systems.

Ideal candidates will have 5+ years in IT leadership with a track record in strategic planning, budgeting, and policy implementation within high-stakes environments. A Top Secret clearance or eligibility is required or anticipated.

Qualifications

• U.S. Citizen with active Top Secret clearance or eligibility and ability to pass a comprehensive background check.
• 5+ years of IT leadership and accountability experience including IT management responsibilities.
• 5+ years with strategic IT planning across management functions.
• 5+ years assessing agency IT workforce needs and developing strategic plans.
• 5+ years of annual and multi-year IT planning, programming, and budgeting.
• 5+ years evaluating IT resource management.
• 5+ years implementing agency-wide information security programs.
• 5+ years championing digital equity and accessibility of information and telecommunications technologies.

Responsibilities

• Lead and oversee the XT-CS-CIO program management, ensuring requirements and activities are tracked and documented for continuous monitoring and evaluation by DC3.
• Oversee compliance with frameworks like NIST, ISO 27001, and CMMC to maintain organizational security posture.
• Coordinate internal and external security audits to validate control effectiveness and address findings.
• Direct cross-team coordination to manage dependencies and optimize resource use.
• Lead crisis response during major breaches, ensuring timely detection, containment, and recovery.
• Oversee third-party security vendors and ensure acquisitions meet security standards.
• Promote a security-first culture through organization-wide cybersecurity education and training.
