Description of Work
The Mission Of The Department Of Public Instruction
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The North Carolina Department of Public Instruction is seeking applicants for a Database Administrator I for our Office of Technology Services / Agency Technology Systems and Services unit.
The primary purpose of the Office of Technology Services is to provide comprehensive information technology (IT) portfolio management to agency business units. The office develops appropriate synergies and support to business units to provide service quality, strategic planning and guidance on technology systems related initiatives. In addition, the office is responsible for supporting, developing and enhancing the operational systems that are directly assigned to the business units of the organization within the Department of Public Instruction (DPI). The office manages and coordinates IT initiatives assigned to the unit and works in coordination with other DPI technology and business units in supporting standards and procedures developed by the agency and the Department of Information Technology (DIT) as it relates to system development, procurement and oversight. The coordination extends to DPI internal customers as well as PSUs that use products supported by the unit. The Office of Technology Services consists of the following sections: Agency Technical Systems & Services, Application Development, PSU Technology Systems, and User Support Services.
The Database Administrator I is responsible for providing comprehensive database support including technical troubleshooting, performance optimization, system maintenance, implementation of new technologies, and strategic planning to ensure efficient, secure, and reliable data management across multiple traditional and cloud-based environments.
- Troubleshoots and resolves a wide range of technical issues across database environments.
- Supports IT staff and customers during implementation and post-migration phases.
- Performs backup, recovery, and disaster recovery operations to ensure data integrity and availability.
- Conducts database tuning, collects usage stats, and recommends performance enhancements.
- Evaluates and implements new technologies to enhance efficiency and reduce costs.
- Designs physical databases and defines key components like tables, indexes, and views.
- Assesses project feasibility and provides recommendations for optimal implementation.
- Participates in logical and physical database design, reviews, and documentation.
- Monitors and documents systems/data design, performance, and availability.

- Demonstrated experience with computer systems, operating systems, programming languages, systems/data infrastructure security techniques, connectivity, including third-party and/or cloud platforms.
- Demonstrated experience developing and maintaining cloud data systems with providers including Azure, Amazon Web Services, and/or Snowflake.
- Demonstrated experience analyzing and/or resolving software issues and/or recommending effective solutions.
- Demonstrated experience collaborating with staff and/or vendor specialists to support system functionality and/or integration.

Minimum Education And Experience Requirements

Bachelor's degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and one year of experience in programming and applications analysis including the design and maintenance of an integrated database system;
or Associate degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and two years of experience in programming and applications analysis including the design and maintenance of an integrated database system;
or High School or General Educational Development (GED) diploma and five years of experience in programming and applications analysis including the design and maintenance of an integrated database system; or an equivalent combination of education and experience.
