Job summary

Office of the Illinois Secretary of State in Springfield seeks a Data Systems Administrator – Governance & Business Management to lead governance, portfolio strategy, and PMO functions. You will oversee IT demand management, requirements standards, and cross‑functional program management to ensure alignment with business goals.

Qualifications

• Requires knowledge of MIS, data base administration, systems analysis, and computer communication systems.
• Masters or advanced degree preferred with managerial experience in computer-based MIS.

Responsibilities

• Lead IT governance processes, portfolio alignment, and executive reporting.
• Manage PMO standards, resourcing, and performance reporting.
• Oversee intake, prioritization, requirements standards, and demand/capacity balancing.
• Govern change control, release readiness, deployment scheduling, and risk mitigation.
• Direct training strategy, adoption planning, user enablement, and value realization measurement.
• Define QA standards and defect management; partner with QA Testing.
• Maintain audit-ready controls, policy compliance, and portfolio financials and vendor performance.
• Coach and develop team leads and staff; foster continuous improvement.
