Job summary

SPN Solutions seeks a Data Quality Specialist and Analyst to build and run the data quality framework across Oracle and warehouse feeds in Fairfax, VA, with some telework. You will profile, cleanse, validate and monitor data to ensure inventory numbers are trustworthy during emergencies.

Hybrid work and the opportunity to contribute to a national stockpile program are available. The role requires 5+ years in data quality, experience with Oracle EDQ, and strong SQL skills, with U.S.

Qualifications

• 5+ years in data quality management with profiling, cleansing and validation.
• Experience with Oracle Enterprise Data Quality or similar tool.
• Understanding of master data management and data governance frameworks.
• Strong SQL and clear analytical writing.
• US citizenship and ability to obtain HHS Tier 2 public trust.

Responsibilities

• Profile, cleanse and validate inventory, item, location and transaction data across Oracle systems and warehouse feeds.
• Design and implement data quality rules, scorecards and monitoring in EDQ or equivalent tool; run the data quality gate on warehouse transactions.
• Reconcile discrepancies between Oracle and warehouse systems and drive corrections through teams.
• Support master data management and governance: standards, stewardship workflows, reference data.
• Report data quality metrics to the program and customer; support audit and inventory reconciliation evidence.
• Test data quality in releases and support cloud migration validation.

Job Description

You build and run the data quality framework the Stockpile is buying: profiling, cleansing, validation and monitoring across Oracle and the warehouse systems, so that an inventory number is trustworthy when an emergency reads it. Full time, W-2, based in Fairfax, Virginia with some telework, starting October 2026.

Why this job exists

SPN Solutions has won a new contract to operate and modernize the information systems behind the Strategic National Stockpile, part of HHS's Administration for Strategic Preparedness and Response (ASPR). The Stockpile holds the nation's reserve of medicines and medical supplies for public health emergencies. When a hurricane, an outbreak or another emergency calls for those supplies, the systems this team runs are how the country knows what it has, where it is and how fast it can move. The platform is Oracle E-Business Suite, and the program is moving it to Oracle Cloud while raising the quality of the inventory data and tightening the integration with the warehouse partners that hold the stock. You would join at the start, on a new team, with real work to own from the first week.

What you will do

• Profile, cleanse and validate inventory, item, location and transaction data across the Oracle systems and warehouse feeds.

• Report data quality metrics to the program and the customer, and support audit and inventory count reconciliation evidence.
• Test data quality in releases and support the legacy-to-cloud migration validation.

What you need

• 5 or more years in data quality management with expertise in data profiling, cleansing and validation.
• Experience with Oracle Enterprise Data Quality or a similar tool.
• Understanding of master data management principles and data governance frameworks.
• Strong SQL and clear analytical writing.
• U.S. citizenship and the ability to obtain an HHS Tier 2 public trust determination.

• Core hours 9:00 a.m. to 3:30 p.m. Eastern, Monday to Friday, with flexible start between 6:00 and 9:00 a.m. Eastern; federal holidays off
• You must be a U.S. citizen and obtain and keep an HHS Tier 2 (moderate risk) public trust determination; no security clearance is required
• You complete HHS security, privacy and records management training before access, and cGMP training shortly after you start
• Work is done on customer-furnished or SPN-furnished equipment under HHS security rules
