Job Description
You own the architecture of an Oracle E-Business Suite modernization for a national mission: the legacy system, its replacement on Oracle Cloud, and the integration and data synchronization design that makes warehouse data and Oracle agree. You lead the technical team and the customer trusts your judgment. Full time, W-2, based in Fairfax, Virginia with some telework, starting October 2026.

SPN Solutions has won a new contract to operate and modernize the information systems behind the Strategic National Stockpile, part of HHS's Administration for Strategic Preparedness and Response (ASPR). The Stockpile holds the nation's reserve of medicines and medical supplies for public health emergencies. When a hurricane, an outbreak or another emergency calls for those supplies, the systems this team runs are how the country knows what it has, where it is and how fast it can move. The platform is Oracle E-Business Suite, and the program is moving it to Oracle Cloud while raising the quality of the inventory data and tightening the integration with the warehouse partners that hold the stock. You would join at the start, on a new team, with real work to own from the first week.

What you will do
- Own the solution architecture for the legacy and cloud systems: Oracle E-Business Suite 12.2, Oracle Database 19c, Oracle Cloud Infrastructure, integration, analytics and disaster recovery.
- Design the data integration and synchronization architecture between Oracle and third-party warehouse systems, with data quality management built in.
- Lead the technical team: DBAs, systems administrators, cloud and DevOps engineers, developers and integration specialists; set standards and review designs.
- Direct backup, recovery and continuity design and the annual disaster recovery exercise; lead major incident recovery.
- Plan the cutover from the legacy system to the new system, including validation gates, rollback and the decommissioning sequence.
- Advise the customer on architecture decisions and technical risk; write the technical design documentation.
- Serve as an escalation point in the 24x7 on-call rotation.
What you need
- 10 or more years architecting and running Oracle enterprise systems, including Oracle E-Business Suite R12.2 and Oracle Database.
- Deep understanding of data quality management principles and experience with data integration and synchronization architecture.
- Oracle Cloud Infrastructure architecture experience, including EBS on OCI.
- Data Guard, Oracle Enterprise Manager and high availability design.
- Technical leadership of a multi-discipline team and experience under FISMA or FedRAMP.
- U.S. citizenship and the ability to obtain an HHS Tier 2 public trust determination.

Terms, and how to apply

- Hybrid: based at SPN's office in Fairfax, Virginia, with some telework; occasional days at the customer's Atlanta, Georgia campus when the work requires it
- Core hours 9:00 a.m. to 3:30 p.m. Eastern, Monday to Friday, with flexible start between 6:00 and 9:00 a.m. Eastern; federal holidays off
- Part of a 24x7 on-call rotation for emergency response and critical system support; a company phone is provided
- Occasional travel within the continental United States, reimbursed
- You must be a U.S. citizen and obtain and keep an HHS Tier 2 (moderate risk) public trust determination; no security clearance is required
- You complete HHS security, privacy and records management training before access, and cGMP training shortly after you start
