Job summary

NYC Department of Health and Mental Hygiene seeks a City Research Scientist to lead data governance and analytic initiatives across vital event data. You will coordinate with the Center for Population Health Data Science, ensure compliance with privacy and security standards, and guide data sharing and publication processes.

Applicants bring advanced degrees in public health or related sciences, strong leadership, and a track record in regulated data environments.

Qualifications

• Master's degree in an appropriate field of physical, biological, environmental science or public health.
• Doctorate degree with specialization in an appropriate field and at least one year of supervisory/administrative or research experience.
• Alternative: Master’s with three years of full-time research experience, or two years substituted for City Research Scientist Level I eligibility.

Responsibilities

• Lead collaboration with CPHDS’ Bureau of Data Technology & Strategy and other agency units to strengthen governance processes.
• Ensure analytic needs are aligned with data governance capabilities within and across agency units.
• Serve as a senior technical lead for data governance related to vital event data.
• Lead internal and external data sharing processes, including reviewing requests, applying governance rules, and documenting data use agreements.
• Ensure compliance with local, state, and federal regulations, agency policies, and data use agreements.
• Maintain documentation of data definitions, metadata, and governance rules.
• Oversee the general email inbox for data requests and ensure timely responses.
• Track data requests and agreements to improve alignment with agency data systems.
• Manage workflows for data inquiries, drafting agreements, and obtaining approvals.
• Work with legal and policy teams to ensure privacy and security standards.
• Develop, update and communicate data policies and guidance for users.
• Lead and manage special projects as assigned by OVS leadership.
• Attend meetings and events on behalf of OVS leadership.
• Organize meetings, prepare agendas, take minutes, and monitor action items.
• Track publications and performance metrics related to data requests and sharing.
