Job summary

Baltimore City is seeking a Data Governance and Analytics Manager (Operations Manager II) to lead OPI's analytics practice and manage Open Data and Data Governance programs. The position supervises a multidisciplinary team responsible for applied analytics, data governance implementation, and public data access while maintaining a hands-on portfolio of high-priority analytical work.

The Manager is accountable for the quality, usefulness, pace, and follow-through of the team's work.

Qualifications

• Bachelor's degree in data science, statistics, economics, computer science, information systems, public policy or related field.
• Six+ years of analytics, data governance, open data or related experience, with leadership exposure.
• Experience supervising professional staff or leading a multidisciplinary data/analytics team.
• Experience conducting analysis with Python and SQL and delivering decision-ready outputs.

Responsibilities

• Lead analytics projects and translate findings into actionable recommendations.
• Oversee Open Data and Data Governance programs and publications.
• Develop reproducible analyses and reusable assets using Python, SQL and BI tools.
• Coach and develop staff across analytics, Open Data, and governance.
• Coordinate with data engineers and contractors to meet requirements.
