Job summary

Qualifications

• Knowledge of public procurement and bid/procurement processes.
• Project management knowledge and ability to coordinate with multiple stakeholders.
• Proficiency in Microsoft Office Suite (Excel, PowerPoint) and data reporting.

Responsibilities

• Serves as the coordinating point with the centralized PCS on HHS procurement projects.
• Coordinates planning, forecasting, and assessment of HHS needs for goods and services.
• Assists in drafting scopes of work, purchase descriptions, specifications, quantities, and other procurement docs.
• Documents purchases under contract thresholds with PCS and in Munis.
• Manages procurement timelines with PCS and HHS managers.
• Represents HHS at pre-bid conferences and bid openings.
• Evaluates bids and quotes with PCS.
• Analyzes expenditure data and market data to identify cost-saving opportunities.
• prepares invitations for bid, RFPs, and price quotations; drafts specifications.
• Evaluates bids considering price, quality, availability, reliability, and support.
• Trains HHS staff on procurement policies and procedures.
• Facilitates kickoff meetings with contractors and communicates expectations and obligations.
• Coordinates vendor evaluation processes and best-value recommendations.
• Keeps abreast of price trends and market conditions.
• Develops reports from Munis contract database with cross-department input.
• Coordinates interdepartmental procurement efforts as needed.
• Analyzes procurement trends within Somerville and the region.
