Duties Description

The Bureau of Data Insights and Research is responsible for providing high quality, state of the art data services to the Office of Health Insurance Programs (OHIP) and its Department of Health (DOH) partners that are collaborative, aligned with policy, and proactively inform strategy and decision making.

The Data Analyst 2 will be a team lead within the different units of the Bureau of Data Insights and Research; these teams are responsible for the following activities:

  1. Fiscal Support
  2. Program Implementation
  3. Tableau Visualization
  4. Reporting to internal and external stakeholders (including CMS)
  5. Ad-hoc reporting for the Office of Health Insurance Programs
  6. Audit Support

As a team lead within the Bureau, day to day activities of the Data Analyst 2 include:

  1. Produces business intelligence solutions by querying data repositories and generating periodic reports.
  2. Performs quality control mechanisms on data requests.
  3. Devises methods for identifying data patterns and trends in data sources.
  4. Assesses data structures and how they can be used to produce desired reports.
  5. Researches new data sources and analytical tools, and recommends solutions.
  6. Drafts new functions or applications in programming languages to conduct analyses.
  7. Creates written reports and effectively communicates/presents results.
  8. Drafts documentation needs to produce requirement documents and insights from analytics.
  9. Supervises a team of data and business analysts.
  10. Trains new staff members on the Medicaid Datawarehouse.
Minimum Qualifications

Non-competitive Candidates: One year of permanent service as a Data Analyst 1 OR bachelor's degree and three years of experience in data visualization, and statistical models and data mining tools.

Substitution: A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Preferred Qualifications

2 or more years of Medicaid experience, subject matter expertise in different Medicaid programs, fiscal development, SQL, and tableau visualization.

Additional Comments

This position may require travel throughout New York State including overnights to areas not served by public transportation.
