Job summary

The Maryland Department of Labor is seeking a Data Analyst for the FAMLI program to collect, validate, and analyze operational data. Under the supervision of the Data Analytics Manager, you will translate complex datasets into clear, actionable insights to inform decision-making and monitor progress toward Division goals.

You will design and update dashboards using Tableau or Power BI, produce timely reports, and communicate findings to diverse audiences.

Qualifications

  • Graduation from high school or equivalent is required.
  • Experience as a professional data analyst preferred.
  • Ability to translate data into actionable insights.

Responsibilities

  • Collect, clean, and validate data from multiple sources to ensure accuracy, consistency, and reliability;
  • Analyze data to identify trends, patterns, and insights that support Division goals and operational priorities;
  • Prepare and deliver clear, accurate data analyses and visualizations, and communicate findings effectively through written reports and oral presentations tailored to a variety of audiences;
  • Design, build, and update interactive dashboards using BI tools (Tableau, Power BI, or other relevant platforms) to present real-time and periodic data to managers, leaders, and teams;
  • Create recurring and ad hoe reports from Division staff and leadership, ensuring timely and accurate delivery;
  • Consistently and clearly document data sources, methodologies, and processes to support transparency and reproducibility;
  • Assist in maintaining and monitoring data governance standards, policies, and procedures;
  • Support data integration, quality assurance, and process improvements;
  • Proactively identify opportunities for improving or addressing gaps in the Division's data management policies and procedures;
  • Other duties as assigned;

Introduction

Maryland's new Family and Medical Leave Insurance (FAMLI) program will provide up to 12 weeks of job-protected paid leave for eligible workers to care for themselves or their loved ones in January 2028. Covering 2.6 million workers and 180,000 employers, FAMLI is being built from the ground up as a digitally native, public-facing services-representing a significant modernization of how Maryland delivers benefits. We are currently in the implementation phase of building a services with the reach and complexity of a program like unemployment insurance.


FAMLI's Data and Performance Analytics team is the Division's engine for evidence-based decision-making.


This team is responsible for integrating data across all functions--from claims and contributions to customer service and program integrity--to ensure we are meeting our mission with efficiency and accountability. By translating complex datasets into clear, actionable insights, this team provides the visibility necessary to manage a program of this scale and complexity.

Main Purpose of Job

The Data Analyst is responsible for the collection, validation, and analysis of operational data for the Family and Medical Leave Insurance (FAMLI) program. The Data Analyst will leverage data from multiple sources, including but not limited to FAMLI's web application and case management system, generating accurate and actionable insights that inform decision-making and monitor progress towards Division goals at all levels, Under the general supervision of the Data Analytics Manager, the Analyst ensures data quality and integrity, collaborates with technical teams and stakeholders, and contributes to a culture of data-driven decision-making across the organization.


POSITION DUTIES


  • Collect, clean, and validate data from multiple sources to ensure accuracy, consistency, and reliability;

  • Analyze data to identify trends, patterns, and insights that support Division goals and operational priorities;

  • Prepare and deliver clear, accurate data analyses and visualizations, and communicate findings effectively through written reports and oral presentations tailored to a variety of audiences;

  • Design, build, and update interactive dashboards using business intelligence tools (e.g., Tableau, Power BI, or other relevant platforms) to present real-time and periodic data to managers, leaders, and teams;

  • Create recurring and ad hoe reports from Division staff and leadership, ensuring timely and accurate delivery;

  • Consistently and clearly document data sources, methodologies, and processes to support transparency and reproducibility;

  • Assist in maintaining and monitoring data governance standards, policies, and procedures;

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience: Six years of administrative staff or professional work.


Notes:


1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.


2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.


3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.


4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
