Job description

TACG is seeking a Cybersecurity Specialist to join our team supporting the United States Coast Guard (USCG) in designing, deploying, and maintaining the Vessel Incidental Discharge Act (VIDA) Data Management system (DMS) to implement, monitor, and enforce regulations for vessel incidental discharges. This will be a cloud-based, Low-Code Application Platform (LCAP) solution using Appian.

Work Location:

There will be occasional USCG meetings in the DC Metro Area or West Virginia. The Security Specialist may work remotely, but if there is interest in attending USCG meetings, then the Security Specialist should reside within one hour travel time from the DC Metro Area.

Responsibilities (include but are not limited to):

  • Ensure all technical services and capabilities required and delivered adhere to the DoD and USCG cybersecurity, information assurance and cyberspace operations policies, guidelines and directives
  • Support the oversight and compliance requirements for acquisition, FISMA, and financial audit reporting
  • Deliver and sustain products and services that ensure the appropriate level of protection of integrity, availability, authenticity, non-repudiation, and confidentiality of enterprise information systems.
  • Ensure that all technologies remain compliant with information assurance standards
  • Employ system security engineering practices guided by NIST 800-160 (series) in the deployment and maintenance of systems to ensure that they are free from conditions that can cause degradation in Confidentiality, Integrity, or Availability (CIA)
  • Support the maintenance of a Privacy Threshold Analysis (PTA) and Plan of Action and Milestones (POA&M) for VIDA DMS
  • Develop a System Security Plan (SSP) and a Security Test and Evaluation (ST&E) Plan
  • Develop security accreditation packages
  • Create a Security Traceability Matrix
  • Execute all activities to achieve ATOs in DISA IIL2/4/5/6 environments
  • Be familiar with the DoD CCSRG
  • Maintain all respective documentation in eMASS
  • Perform Ports, Protocols, and Services reviews annually

Requirements:

  • Clearance:
  • Must have or be eligible for a Tier 1 background investigation
  • Must be a U.S. citizen
  • Education/Certification:
  • Bachelor’s Degree, preferably in Information Technology, Computer Science or an IT related field
  • Cybersecurity Certification, preferably CISSP but others will be considered
  • Experience:
  • Security policy review and research
  • Investigating and analyzing unusual security problems, considerations, and issues associated with information and personnel security programs
  • Working knowledge of Federal agencies' security policies and procedures
  • Understanding of and experience-based familiarity with DoD agencies and their security practices
  • Experience developing an SSP and ST&E Plan
  • Experience developing security accreditation packages
  • Experience with all activities necessary to achieve an ATO in a DISA IL2 and IL4 environment
  • Experience with eMASS is a plus
  • Experience with CGOne is a plus
  • Experience with USCG is a plus
  • Experience with VIDA DMS is a definite plus
  • Experience with Appian or other LCAP solutions is a plus
  • Experience with cloud implementations is a plus
