Job description

Position: Cybersecurity Specialist

TACG is seeking a Cybersecurity Specialist to join our team supporting the United States Coast Guard (USCG) in designing, deploying, and maintaining the Vessel Incidental Discharge Act (VIDA) Data Management System (DMS) to implement, monitor, and enforce regulations for vessel incidental discharges. This will be a cloud-based, Low-Code Application Platform (LCAP) solution using Appian.

Work Location

Occasional USCG meetings in the DC Metro Area or West Virginia. The Security Specialist may work remotely but should reside within one hour travel time from the DC Metro Area if interested in attending USCG meetings.

Responsibilities
  1. Ensure all technical services and capabilities adhere to DoD and USCG cybersecurity, information assurance, and cyberspace operations policies, guidelines, and directives.
  2. Support oversight and compliance for acquisition, FISMA, and financial audit reporting.
  3. Deliver and sustain products and services that protect the integrity, availability, authenticity, non-repudiation, and confidentiality of enterprise information systems.
  4. Ensure all technologies comply with information assurance standards.
  5. Apply system security engineering practices guided by NIST 800-160 series in deployment and maintenance of systems to prevent degradation of Confidentiality, Integrity, or Availability (CIA).
  6. Maintain Privacy Threshold Analysis (PTA) and Plan of Action and Milestones (POA&M) for VIDA DMS.
  7. Develop System Security Plan (SSP) and Security Test and Evaluation (ST&E) Plan.
  8. Create security accreditation packages and a Security Traceability Matrix.
  9. Execute all activities to achieve ATOs in DISA IIL2/4/5/6 environments.
  10. Familiarity with DoD CCSRG.
  11. Maintain documentation in eMASS.
  12. Perform Ports, Protocols, and Services reviews annually.
Requirements
  • Clearance: Must have or be eligible for a Tier 1 background investigation.
  • Must be a U.S. citizen.
  • Education/Certification:
    • Bachelor's Degree in Information Technology, Computer Science, or related field.
    • Cybersecurity Certification, preferably CISSP (others considered).
  • Experience:
    • Security policy review and research.
    • Investigating and analyzing security issues related to information and personnel security programs.
    • Knowledge of Federal security policies and procedures.
    • Familiarity with DoD security practices.
    • Developing SSP and ST&E Plans.
    • Developing security accreditation packages.
    • Achieving ATOs in DISA IL2/4 environments; eMASS experience is a plus.
    • Experience with CGOne, USCG, VIDA DMS, Appian, cloud implementations are pluses.
