Job summary

Havant Borough Council is seeking a Solutions Developer to strengthen ICT and cyber security offerings across council services. You will work with the Digital Services Manager to develop and maintain digital solutions, manage IT projects, and coordinate third-party ICT services to deliver value for money.

The role emphasises learning new technologies, Windows 11/Server administration, SaaS/cloud usage, data governance, and change management. Hybrid working and a competitive salary are offered.

Qualifications

• Degree in Computer Science or equivalent experience.
• Ability to learn and adopt new technologies quickly.
• Competency with Windows 11 and Windows Server environments.
• Experience with SaaS and cloud infrastructure.
• Knowledge of Data Architecture, Data Quality, Data Governance, Metadata management.
• SQL Server support and basic queries.
• SQL scripting (SQLite) for data extracts.
• Scripting in Python, Windows Batch, SFTP management (WinSCP), VBScript.
• Excel and Access proficiency, including core MS Office products.
• Familiarity with MS 365 and Power Automate.
• Knowledge of ICT Change Management processes and 3rd party testing, patching, security and backup/recovery strategies.
• Experience of ICT service management including 3rd party liaison, contracts and procurement.
• Creation of user/admin documentation for applications.
• Core networking skills including printing, firewall changes.
• Business analysis to inform ICT developments.
• Familiarity with MS Copilot and its use in innovation and UK Data Protection legislation.

Responsibilities

• Contribute to development, procurement, design and cataloguing of the council's digital evolution.
• Engage with stakeholders to create efficient business processes and value for money.
• Drive digital discussions and ownership across council services.
• Support ICT Infrastructure and Security contracts with change control and documentation.
• Coordinate 3rd party ICT service arrangements and liaise with service users.
• Support technological requirements for local government collaboration.
• Provide design and functional advice in project work and meetings.
• Shape IT processes and implement industry best practice.
• Help deliver core services through technological innovation.
