Job summary

The South Carolina Department of Social Services seeks a Program Coordinator I to help implement and manage the statewide Supplemental Legal Guardianship program. You will oversee eligibility determinations for Title IV-E and Non-IV-E, and provide training on subsidies and related costs.

You will collaborate with county and regional offices, participate in team meetings, and manage the financial and data systems for SLG subsidies while ensuring data privacy and compliance.

Qualifications

• Bachelor's Degree required; two years of professional experience in social services programs or related fields.
• Master's Degree or higher may substitute for required work experience.

Responsibilities

• Assist with implementation and running of statewide SLG program.
• Coordinate eligibility determination for Title IV-E and Non-IV-E SLG programs.
• Provide training and technical assistance on eligibility for SLG subsidies and related costs.
• Facilitate monthly staffings with County Offices and Regional Adoption Offices.
• Participate in Child and Family Team Meetings regarding subsidized guardianship as permanency option.
• Create and maintain the SLG financial folder and assistance agreement.
• Collaborate with Program Development and Finance on financial issues and overpayments.
• Assist with eligibility and payments for Non-recurring Costs Reimbursement Program.
• Maintain SLG subsidy databases (CAPSS, OnBase, CAPSS Online).
• Protect PII; safeguard agency networks and data.

Job Duties:

• The CWS Program Coordinator I assists with the implementation and running of the statewide Supplemental Legal Guardianship (SLG) program.
• Serves as the coordinator for Title IV-E and Non-IV-E supplemental legal guardianship eligibility determination for children by receiving, reviewing, and maintaining all required documents.
• Provides training and technical assistance on eligibility for all supplemental legal guardianship programs including but not limited to Title IV-E and Non-IV-E supplemental legal guardianship subsidy and non-recurring costs.
• Participates and/or facilitates monthly staffing's with assigned County Offices and Regional Adoption Offices regarding potential cases that could qualify for subsidized legal guardianship permanency option.
• Participates and/or facilitates Child and Family Team Meetings to discuss subsidized legal guardianship as a possible permanency option with all involved parties.
• Creates and maintains the financial folder and the SLG Assistance Agreement for supplemental legal guardianship.
• Works with Program Development and Finance on settling financial problems or disputes concerning over payment of Social Security, Veteran's benefits or other resources of income for eligible children.
• Assists with eligibility determination and payments for the Non-recurring Costs Reimbursement Program.
• Maintains databases related to supplement legal guardianship subsidy including but not limited to CAPSS, OnBase, and CAPSS Online.
• Ensures personal identifying information (PII) is properly used, accessed, gathered, shared and disposed. Protects the agency networks and applications by safeguarding systems, equipment, and data.
• Performs Red Cross shelter duty or other emergency shelter duties/services as directed.
• Other job duties as assigned.

A Bachelor’s Degree and two (2) years of professional experience in social services programs, correctional, education, business administration, general administrative management, or relevant program experience.

A Master's Degree or higher may be substituted for required work experience.
