Job summary

ARServices is seeking an experienced Technical Program Analyst (Acquisition & Program Management Support) to provide A&AS for the DTRA R&D Directorate. This role focuses on DoD acquisition, budget execution, and program management for CWMD programs, delivering executive summaries and actionable insights.

The position requires TS/SCI, a DoD background, and the ability to coordinate with contracting officers, prepare spend plans, and support audits.

Qualifications

• Top Secret clearance with SCI access.
• Bachelor’s degree in finance, management, business, or mathematics.
• 10+ years budget execution experience in DoD/RDT&E with familiarity with DoD Acquisition Life Cycle and contracting methods.
• 5+ years forecasting spend plans across DoD appropriations (POM, BES).
• 3+ years in acquisition, project management, or contracting.
• Knowledge of DoD FMR, FAR, OMB A-123, DoD 5000.01.
• Ability to deliver written and verbal executive summaries.
• Experience presenting complex information to senior Government officials using MS Office data visuals.

Responsibilities

• Develop acquisition strategies and procurement documents (SOWs, IGCEs) and conduct market research.
• Coordinate with contracting officers through contract award and administration.
• Develop and monitor plans; manage spend plans and funding for technology development.
• Prepare program management execution reports and reconcile monthly performance.
• Support DTRA audits and financial documentation.
