Position Overview

This position is accountable for managing the cultural resources studies program which supports environmentalimpact statements and other environmental documents for all department projects and for local governmenthighway projects. The incumbent ensures that the department is in compliance with all aspects of Section 106of the Historic Preservation Act of 1966.

Essential Functions

• Establishes priorities to facilitate the completion of the cultural resources studies program and meetsthe needs of the construction program.
• Directs the activities of in-house cultural resource experts and retains and directs activities of the IllinoisState Archaeological Survey staff and other appropriately skilled consultants for special culturalresources studies and administers their contracts and approves their work.
• Provides cultural resources expertise for the offices of the department as well as for local governmenthighway offices and updates the BDE staff, as necessary.
• Interprets and assists in the development of the department’s policies and procedures as they pertainto cultural resources and the fulfillment of the requirements of Section 106 of the Historic PreservationAct of 1966, as amended, and other federal and state historic preservation laws.
• Approves the clearance or establishes the process for clearance of the cultural resource aspects ofproject development.
• Coordinates projects with the staff of the Federal Highway Administration (FHWA), Federal Rail Administration (FRA), Federal Aviation Administration (FAA), State Historic Preservation Officer (SHPO), and federally recognized tribes.
• Evaluates project consultants for cultural resources capabilities.
• Promotes the professional development of the Cultural Resources Unit staff through training,evaluation, and motivation.
• Keeps abreast of cultural resource issues and their potential effects on the department.
• Develops Cultural Resource Programmatic Agreements and Memorandums of Understanding, asnecessary.
• Performs duties in compliance with departmental safety rules. Performs all duties in a mannerconducive to the fair and equitable treatment of all employees.
• Performs other duties as assigned.

Minimum Qualifications

• Meets the Secretary of Interior’s Professional Qualification Standards for archaeology (36 CFR Part61) which are one year of full-time professional experience or specialized training in archaeologicalresearch, administration, or management; four months of supervised field and analytic experience ingeneral North American archaeology; demonstrated ability to carry research to completion; and inaddition to these minimum qualifications, a professional in prehistoric archaeology shall have at leastone year of full-time professional experience at a supervisory level in the study of archaeologicalresources of the prehistoric period. A professional in historic archaeology shall have at least one yearof full-time professional experience at a supervisory level in the study of archaeological resources ofthe historic period; AND Completion of a PhD or master’s degree in anthropology or archaeologyPLUS three years of experience in Section 106 of the Historic Preservation Act of 1966 projectmanagement, specifically in the identification of resources, assessing effects to resources, andcoordinating results with the State Historic Preservation Officer (SHPO); OR Eleven years ofexperience in Section 106 of the Historic Preservation Act of 1966 project management, specifically inthe identification of resources, assessing effects to resources, and coordinating results with the SHPO.

Preferred Qualifications

• General knowledge of the procedures and documents that are required under the NationalEnvironmental Policy Act (NEPA) and other environmental laws and regulations such as Section 4(f)of the Federal Highway Act of 1966 and the Native American Grave Protection and Repatriation Act(NAGPRA).
• Experience consulting with Native American tribes.
• Ability to plan, organize, and execute technical program requirements.
• Strong oral and written communication skills.
