Job description

COST/PRICE ANALYST (CONTINGENT UPON CONTRACT AWARD)

Work Location: ONSITE at several locations supporting the DIA.

Clearance: MUST HAVE an active Top Secret Clearance.

INCATech is seeking a skilled Cost/Price Analyst to provide acquisition, pricing, and financial analysis support for a federal customer supporting defense and intelligence contracting activities. This position will support pre‑award acquisition efforts through the development of Independent Government Cost Estimates (IGCEs), proposal cost analysis, pricing evaluations, negotiation support, and acquisition strategy advisory services. The successful candidate will work closely with agency leadership, Contracting Officers (COs), Contracting Officer’s Representatives (CORs), technical evaluators, and acquisition teams to support compliant, data‑driven, and defensible pricing and acquisition decisions. This position requires onsite support and an active Top Secret (TS) security clearance.

Responsibilities
  • Provide cost and price analysis support for pre‑award acquisition activities through contract award.
  • Develop, review, and support Independent Government Cost Estimates (IGCEs).
  • Perform detailed cost and price analysis of contractor proposals, including evaluation of direct labor costs, indirect rates, material costs, other direct costs (ODCs), fee/profit structures.
  • Review and analyze pricing data to ensure compliance with applicable acquisition regulations, policies, and procedures.
  • Assist with the development of negotiation objectives and provide pricing recommendations to acquisition leadership and contracting personnel.
  • Develop price trend analyses and economic forecasts for future accounting periods using analytical methodologies such as cost models, parametric estimating techniques, random sampling, and trend analysis.
  • Coordinate technical evaluations of proposal cost elements and integrate findings into comprehensive pricing reports.
  • Support acquisition process improvement and policy implementation initiatives.
  • Prepare pricing memoranda, cost analysis reports, briefing materials, and supporting acquisition documentation.
  • Collaborate with program, technical, financial, and contracting personnel throughout the acquisition lifecycle.
Qualifications
  • Active Top Secret (TS) security clearance.
  • Bachelor’s degree in business, acquisition, finance, public administration, or related field.
  • Demonstrated experience supporting federal cost and price analysis activities.
  • Strong working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), federal cost principles and pricing policies, and pre‑award acquisition processes.
  • Experience developing or evaluating IGCEs, cost proposals, pricing reports, and negotiation objectives.
  • Strong analytical and quantitative skills with the ability to interpret complex financial and pricing data.
  • Proficiency with Microsoft Office Suite, particularly Excel.
  • Excellent written and verbal communication skills.
Related Experience
  • Prior experience supporting defense or intelligence community acquisition organizations.
  • Experience supporting large or complex federal acquisitions.
  • Familiarity with DCAA audit concepts, indirect rate structures, and contractor accounting systems.
  • Experience using cost estimating methodologies and parametric modeling techniques.
  • FAC‑C, DAWIA, NCMA, CPA, CFA, or related certification preferred.
