Job description

Hill International is seeking a Cost Estimator II in Los Angeles, California


Responsibilities
  1. Prepare independent cost estimates to support projects during planning, design, and construction phases.
  2. Review and prepare final engineer's estimates considering factors like phasing, airport operations, shifts, resources, time constraints, and badging impacts.
  3. Develop detailed and independent cost estimates from conceptual information and engineering drawings.
  4. Create detailed estimates including labor hours, material costs, and equipment costs.
  5. Provide constructability reports to identify deficiencies and assist in developing credible cost budgets.
  6. Reconcile independent estimates with third-party estimates, engaging in collaborative discussions and communicating results.
  7. Analyze bids from vendors, contractors, and subcontractors, ensuring alignment with estimates.
  8. Identify factors influencing production costs and necessary field equipment.
  9. Present estimates to management and stakeholders.
  10. Review material take-offs and prepare component breakdowns for systems and subsystems.
  11. Evaluate and document historical cost data for future estimates.
  12. Review contract documents and modifications to determine scope and cost adjustments.
  13. Assess change order claims for merit and negotiate resolutions.
  14. Review proposals for scope accuracy and labor rate conformance.
  15. Familiarize with contractual obligations, technical aspects, allowances, bid line items, and scope changes.
  16. Review quantities, material pricing, and contractor mark-ups for fairness and compliance.
  17. Negotiate points of disagreement and document negotiations.
  18. Coordinate with project management and engineering teams throughout estimate development.
  19. Prepare reports and correspondence as needed.
Minimum Qualifications
  • Bachelor's degree in engineering, construction management, or related field.
  • Certified estimating professional credential.
  • At least 5 years of estimating experience in engineering and construction projects.
  • Experience with estimate reconciliation and change order negotiations.
  • Knowledge of construction processes and industry practices.
  • Strong communication and organizational skills.
  • Experience working with external agencies like FAA, LADBS, LADWP, etc.
  • Proficiency in Microsoft Office, Bluebeam, On-Screen Takeoffs, and familiarity with project management systems.
Additional Information

The salary range is $120,000-$125,000, based on qualifications and experience. Benefits include medical, dental, vision, life insurance, disability, flexible spending accounts, 401(k), paid time off, and more.
