Job summary

Kalman & Company, based in Edgewood, MD, seeks a Construction Cost Estimator for a contingent, proposal-driven role. You will handle estimating across divisions, issue bid documents, track subcontractor responses, and maintain bid databases.

Required 3+ years of estimating experience, MD certification, and US citizenship with an active Secret clearance. BS in CM/CE and RS Means familiarity are essential for success in this role.

Qualifications

• 3+ years of progressively responsible experience in the construction estimating field.
• Experience with RS Means and government bid processes.
• Knowledge of Federal Government procurement methodology: hard bids, IDIQ, and task order contracts.
• Understanding of the Design-Build process.
• Knowledge of DC metro subcontractors and ability to work with them during bids.
• Ability to multi-task and set priorities.
• Strong communication and analytical skills.

Responsibilities

• Prepare estimates by taking off assigned scopes of work and understanding project requirements.
• Prepare detailed bids and reports for submission to stakeholders.
• Evaluate offers and quotes to select advantageous deals.
• Analyze data and produce forecasts; perform risk analysis.
• Coordinate with Operations to ensure clear scope understanding for bids.
• Ensure sufficient subcontractor coverage for each bid.
• Prepare bid general conditions and review with Operations before submittal.
• Assist with pricing change orders as needed.

Kalman & Company has an opportunity for a Construction Cost Estimator for a contingent position tied to a proposal. This position is based in Edgewood, MD. Primarily responsible for estimating construction projects, which includes providing new bid setup, issuance of bid documents, tracking subcontractor responses, keeping subcontractor database up to date, bidding all construction divisions, keeping estimating statistics, and pricing change orders.

Responsibilities

Primarily responsible for estimating projects. Prepare estimates by taking off assigned scopes of work. Acquire understanding of the requirements of the project/program at hand. Select metrics to produce valid estimates.

• Prepare detailed reports or bids for submission to appropriate parties.
• Select advantageous deals by evaluating offers and quotes.
• Analyze data and produce forecasts. Perform risk analysis.
• Work with Operations to ensure a complete understanding of the scope of work.
• Ensure sufficient subcontractor coverage for each and every bid.
• Prepare bid general conditions and review with operations before bid submittal.
• Assist with pricing change orders if required.

Skills required

1. Proven experience as a construction estimator.

2. Thorough knowledge of Federal Government procurement methodology, including hard bids, IDIQ and various task order type contracts.

3. Working knowledge of the Design-Build process.

4. Thorough knowledge of Metro Washington DC subcontractors. Ability to work with subcontractors during bids.

Basic requirements

• US Citizenship is required.
• An Active Secret Clearance.
• BS in Construction Management, Civil Engineering or comparable Work Experience
• Professional Certification in the state of MD.
• 3+ years of progressively responsible experience in the construction industry in the estimating field.
• RS Means experience.
