Job summary

ADP, Inc. in Deer Park, TX, is seeking a Project Controls Supervisor (Cost) to lead cost control across capital projects, maintenance, and turnarounds.

The role drives budgeting, forecasting, accruals, and closeout, partnering with project managers and finance teams to identify risks and improve governance. The candidate will develop the cost team, ensure accurate cost information, and support timely business decisions in a refinery environment.

Qualifications

• Bachelor's degree in Business, Finance, Engineering, Construction Management, or a related field.
• 10+ years of progressive project controls or cost-control experience, preferably supporting refining, petrochemical, or other complex industrial capital projects, non-routine maintenance, and turnarounds.
• At least 3 years of formal or demonstrated team leadership.
• Advanced experience with forecasting, change control, cost reporting, contracting, risk management, execution cost control, and financial closeout.
• Experience leading portfolio or event cost reviews and communicating cost performance to senior stakeholders.
• Proficiency with SAP and Microsoft Office; experience with Primavera P6 and project-control systems.
• S/4HANA, EPPM, EcoSys, Power BI, or similar digital reporting experience is a plus.

Responsibilities

• Lead cost Engineers, Analysts, and Administrators; set priorities and ensure timely deliverables.
• Manage site cost-control framework across capital projects, non-routine maintenance, and turnarounds.
• Review forecasts and cost reports, challenge assumptions, and ensure schedule alignment.
• Provide monthly/quarterly planning, budget rollover, forecast resets, and year-end close activities.
• Lead cost-change management, governance, and assurance across projects and maintenance.
• Ensure cost data accuracy in SAP, Primavera P6, and other systems; present cost performance to leadership.
• Define reporting standards and drive data governance, automation, and improvements.
