Job summary

The Franklin County Community Based Correctional Facility seeks an HR Manager to oversee the full employee lifecycle, payroll processing, leave management, and compliance with federal, state and local laws. This role requires leadership in staff development, records integrity, and collaboration with the leadership team.

Responsibilities include audits of personnel files, EEOC reporting, and ensuring adherence to ACA, FLSA, ADA, PREA standards, while acting as liaison to other agencies.

Qualifications

• Bachelor’s degree in human resources or related field preferred; Associate degree required.
• Five (5) years of human resources or related experience required.
• One (1) year of training and supervisory experience preferred.
• Ability to become LEADS certified to run criminal history, wants and warrants, and driving record reports.
• Strong written and oral communication skills required.

Responsibilities

• Perform recruitment, hiring, onboarding, offboarding, personnel documentation, and maintain current position descriptions.
• Maintain accurate personnel records in HRIS and timekeeping software; ensure payroll configuration and entry.
• Support leadership with employee relations and performance matters; oversee disciplinary processes.
