Job summary

Louisiana Department of Transportation and Development (DOTD) seeks a Consultant Contract Services Administrator to lead the preparation, processing, and guidance of contract documents for consulting engineering and related services within the department.

The role emphasizes oversight of procurement requests, advertisements, compensation, and related contract documentation, ensuring compliance with state and federal requirements.

Qualifications

  • Two years of the required experience for the following minimum qualification must have been in contracts or grants management.
  • Six years of experience in contracts or grants management, procurement, financial management, or accounting; OR
  • Six years of full‑time work experience in any field plus three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
  • A bachelor’s degree plus three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
  • An advanced degree in business or public administration, finance, economics, or statistics plus two years of experience in contracts or grants management, procurement, financial management, or accounting.

Responsibilities

  • Supervises assigned staff in accordance and compliance with all applicable Department of Transportation and Development and Louisiana State Civil Service policies, procedures, and rules.
  • Plans, organizes, trains, and directs the work of assigned staff in their processing of procurement requests, preparation of advertisements, contracts and all related and/or associated contractual documents, including, but, not limited to, developing compensation, supplements, amendments, task orders, and extra work letters for consultant engineering and related services contracts of the department, all in accordance with applicable state and federal statutes, regulatory requirements, and department policies and procedures.
  • Reviews, corrects, and approves all work of assigned staff and assumes the accuracy of the tracking and monitoring of all staffs assigned contracts and contract‑related documents.
  • Develops, prepares, and processes advertisements, contracts and all related and/or associated contractual documents, including, but not limited to, compensation, supplements, task orders, and extra work letters for consultant engineering and related services contracts of the department.
  • Processes procurement requests by interpreting those requests from department project managers and converting them to workable purchase orders, update funding as requested, and releasing funds.

About This Position

This position is responsible for the preparation and processing, as well as training and guiding in the preparation and processing, of all standard and complex contracts, as well as all other associated or related contract documents, advertisements and invoicing documents, for consulting engineering and related services contracts of the department.

Minimum Qualifications
  • Two years of the required experience for the following minimum qualification must have been in contracts or grants management:

Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties

Position‑Specific Details

Appointment type: This position may be filled as a promotion (open to only current permanent status DOTD employees); or by detail to special duty.

Compensation: The actual starting salary depends on the education and experience of the selected applicant.
