Job summary

The Washington State Department of Transportation (WSDOT) is seeking a Contracts Engineer (TE3) to support consultant contract administration and acquisition activities critical to delivering transportation projects in the Northwest Region.

You will work under the ACLE, provide guidance, and coordinate with project teams to ensure compliance with RCW/WAC and CFRs, while processing negotiations, agreements, and invoices.

Qualifications

• Ability to interpret RCW, WAC, CFR and related contracting rules.
• Strong written and verbal communication.
• Experience collaborating with cross-functional teams.

• Ability to design and deliver training and presentations.
• Proficient with Microsoft Office and standard office equipment.

Responsibilities

• Develop Request Memos for consultant services and ensure compliance.
• Co-facilitate negotiations of Architectural & Engineering or Professional Service contracts.
• Prepare regional consultant agreements, supplements, task orders and amendments.
• Prepare negotiation notes and Letters of Authorization.
• Coordinate with Agreement Managers and Consultants on negotiations and compliance.
• Review and organize contract documentation for administration.
• Process agreement invoice payments and ensure compliance.
• Communicate status of negotiations or issues to ACLE and Agreement Managers.
• Respond to technical questions from Headquarters and regional offices.
