Contracts and Procurement Manager (Contract Analyst III)

Job Overview

The Department of Neighborhood and Community Services (NCS) seeks an experienced contract and procurement manager to lead its contract and procurement processes, supporting county residents of all ages. This role involves managing the agency’s procurement team and overseeing all related activities, including policy development, compliance, and training.

Key Responsibilities
  • Serve as a subject matter expert on county contracting processes, advising on standards and policy development.
  • Develop and implement policies and procedures to enhance efficiency and compliance.
  • Assist in the development and execution of solicitations for supplies and services.
  • Maintain contract inventories and oversee renewal and solicitation timelines.
  • Identify training needs and develop educational materials for staff.
  • Manage procurement activities, including purchase order reviews and approvals.
  • Support complex procurement processes, including federally funded programs.
  • Lead the procurement team responsible for establishing and managing purchase orders.
  • Review and assist in drafting contracts, agreements, and MOUs with vendors and partners.
  • Use county systems for analysis, reporting, and process improvement recommendations.
  • Negotiate terms with vendors and act as liaison with external entities.
  • Stay updated on industry trends and procurement regulations.
  • Research vendors and procurement options to meet program needs.
  • Coordinate with the county’s Department of Procurement and Material Management.
Qualifications

Minimum: Bachelor’s degree in business administration, public policy, or related field, plus four years of professional experience in contract administration or similar.

Preferred: Extensive knowledge of governmental procurement, supervisory experience, proficiency with Microsoft Office, experience with federal agreements, and relevant certifications (e.g., NIGP, CPPB).

Additional Requirements

Background checks, including criminal, child protective services, and credit check, are required.

Some flexibility in work schedule may be necessary for deadlines and special assignments.

Physical and Other Considerations

Primarily sedentary work, with some walking, standing, and carrying up to 25 pounds. Ability to operate keyboards, communicate effectively, and attend meetings at various locations.

Selection Process

Includes panel interview and possibly a practical exercise.
