Summary
- Administration of all aspects of contracts from cradle to grave. This includes distributing and reviewing initial new contract RFPs, reviewing proposal packages for both new contracts and change proposals, drafting proposal letters incorporating assumptions, clarifications and exceptions, negotiations with the customer, contract reviews, clause reviews, compliance matrix development, risk identification and avoidance
- Coordinates with stakeholders across all areas of the company under the general supervision of the Director of Contracts. Reports to Manager of New Construction Contracts.
- Collaborates closely with external customers and internal stakeholders including Program Managers, Engineering, Cost Engineering, Legal, Environmental and other Contracts department personnel
- Interfaces directly with external customers including SUPSHIP Bath, NAVSEA and commercial customers
- Ability to brief management on potential risks and identify and propose risk avoidance solutions
Essential Functions and Duties
- Serves as the primary POC for an assigned contract for both the external customer and internal stakeholders, including leading routine meetings
- Drafts contract letters of a complex nature with business or technical content, incorporating feedback from all levels of internal stakeholders
- Advises internal stakeholders on key contract terms and conditions and their impact on programs profitability, schedule and overall risk.
- Resolves contractual conflicts between external customers and the client. Provides analysis and recommendations to internal stakeholders including briefing senior management.
- Chairs and organizes meetings with internal stakeholders and external customers. Communicates in a professional, courteous, yet assertive manner.
- Negotiates contract changes for assigned contracts including multiple changes at any one time.
- Provides summaries and details about contractual terms and conditions with thoughtful recommendations to internal stakeholders
- Supports negotiations for new high-value contracts
- Collaborates with Business Development to draft commercial contracts, gathering input and incorporating feedback from all internal stakeholders.
- Identifies, develops, and submits requests for equitable adjustment, insurance claims and other claims.
- Actively participates with Program Management in discussions with external customers, both Government and Commercial.
- Reviews new contract RFPs, conducts clause reviews with input from all internal stakeholders, develops compliance matrix in support of the proposal team.
- Reviews and internally distributes customer requests for change proposals
- Prepares and submits proposal packages including both new contracts high-value proposals and change proposals. Collaborates with the Proposal Manager, Change Manager, Engineering, Supply Chain Management, Cost Engineering, Ship’s Management and Program Management to develop the overall proposal package provided from Cost Engineering for submittal to the customer ensuring that any potential risks have been adequately mitigated.
- Ensures proposals are properly reviewed and approved by internal stakeholders prior to submittal. Signs proposals within signature authority.
- Tracks contractual deadlines and payments
- Executes contract close out activities
- Actively contributes to the department’s team environment with a consistently positive and motivational attitude
- Other duties and responsibilities as assigned.
Skills and Qualifications
- Bachelor’s degree, or equivalent experience, in a Marine Field, Engineering, Business or a related field
- Two years' experience in contracts administration or a related field. Marine industry experience preferred.
- Requires excellent oral and written communications skills and the ability to present to customer and senior staff
- Disciplined ability to independently plan, prioritize, organize, and monitor project tasks with limited oversight
- Operational knowledge of the FAR and DFARs.
- Excellent attention to detail, with the ability to find inconsistencies and errors
- Strong organizational skills to maintain organized, up to date, and detailed files
- Collaborates with team members in varying levels within the company and external customers
- Adept at using common business systems - Microsoft Word, Excel and Outlook
- Ability to communicate via Zoom chat and host Zoom meetings
- Jira Software workflow experience preferred
- CPCM or CFCM certification is preferred
