Job summary

The Building People is seeking a Contractor Team Program Manager (CTPM) to serve as the on-site lead responsible for contract execution, staffing oversight, facilities service desk management, quality control, client communications, and project reporting. The CTPM acts as the primary liaison between the COR, building management staff, and contractor personnel.

  • Knowledge of federal facilities operations and project management practices.
  • Background screening and government clearance may be required.
  • Telework arrangements subject to customer requirements.

Responsibilities

  • Lead contract performance and oversee all personnel supporting the contract.
  • Manage facilities service desk operations and ensure coordination among teams.
  • Staffing management, time and attendance oversight, leave coordination, and adherence to policies.
  • Attend planning, progress, and COR meetings; prepare meeting minutes and status updates.
  • Maintain project logs, schedules, and performance metrics.
  • Develop project cost estimates and coordinate vendor quotations.
  • Perform final quality control reviews on deliverables prior to submission.
  • Coordinate emergency response support activities and command center operations.
  • Deliver executive reports and operational metrics on a regular basis.
  • Serve as lead communications coordinator between the COR, clients, and building management.

Job description

The Contractor Team Program Manager (CTPM) serves as the on-site lead responsible for overall contract execution, staffing oversight, facilities service desk management, quality control, client communications, project reporting, and operational performance management. The CTPM ensures continuity across all support functions while acting as the primary liaison between the COR, building management staff, and contractor personnel.

Key Responsibilities
  • Lead contract performance and oversee all personnel supporting the contract.
  • Manage facilities service desk operations and ensure seamless coordination among functional teams.
  • Conduct staffing management, time and attendance oversight, leave coordination, and adherence to government policies and procedures.
  • Attend planning meetings, progress meetings, and COR meetings.
  • Prepare and distribute meeting minutes and project status updates.
  • Maintain automated project logs, project schedules, and performance tracking metrics.
  • Develop project cost estimates and coordinate vendor quotations.
  • Perform final quality control reviews on deliverables, drawings, reports, estimates, and presentations prior to submission.
  • Coordinate emergency response support activities, including emergency command center operations.
  • Deliver weekly, monthly, quarterly, and annual executive reports and operational metrics.
  • Serve as the lead communications coordinator between the COR, clients, Building Managers, and building ownership representatives.
Minimum Qualifications
  • Demonstrated project and facilities management experience.
  • Experience supervising multidisciplinary teams.
  • Experience developing budgets, cost estimates, performance metrics, and executive reports.
  • Strong quality control, communications, and stakeholder management skills.
  • Knowledge of federal facilities operations and project management practices.
  • Salary offered will be commensurate with the candidate's experience, qualifications, and certifications.
  • Our positions may require a background screening and clearance directly from the Government.
