APPLICATION INSTRUCTIONS:

POSITION SPECIFICS

We are searching for a Contractor Program Security Officer to join our team at the Applied Research Laboratory (ARL) for Penn State University at the State College, PA location. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).

ARL is an authorized DoD SkillBridge partner and welcomes all transitioning military members to apply.

You will be responsible for continuous enhancement and implementation of local security programs and procedures for classified information protection.

This position is responsible for developing and administering local security programs and procedures for classified and proprietary materials, documents and equipment in support of USG and DoD programs; works closely with program leadership, sponsor, IA/ISSM staff, local security team members and peers in adjacent business areas to ensure appropriate security support across multiple offices; coordinates with other local directorates and business area leadership to identify and support business needs; and leads program security inspections and participate in security program self-assessment initiatives, ensuring compliance with security regulations prescribed by multiple USG agencies.

This successful candidate will be available to provide security support such as conference management, visit certifications, and support to programs as needed. Incumbent candidate will use their current security knowledge to advance their security career and gain expertise in all aspects of security program responsibilities:

You will:

  • Apply a working knowledge of the NISPOM, Intelligence Community Directives (ICDs), and the sponsor’s amplifying Instructions to assist the day-to-day of the Industrial Security Program operations

  • Assist with implementation of visitor control, safeguarding, classification management, physical security, information system security, security education, Access Control, Alarm testing & maintenance and personnel security for adherence to all government security requirements

  • Assist with developing, reviewing, coordinating, and executing Program Security documentation. Some examples of documentation include Fixed Facility Checklist, Standard Operating Procedures (SOPs), Transportation Plans, Program Access Requests (PARs), and the Emergency Action Plan (EAP), Disaster Recovery Plan, Continuity of Business Plan, Document and Media Control

  • Manage the control of Electronic devices and other security items

  • Assist opening and closing of facility, performing end-of-day checks, and daily inspections

  • Engage and collaborate with sponsor security staff to ensure program security policies and procedures follow company and customer requirements

  • Establish and maintain effective communications with customers, security staff, program leads, and departments management

  • Possess ability to manage and follow through on all open actions

  • Collaborate with other security staff for special projects as required

Additional duties include:

  • Assisting with escorting, which may require support outside of normal business hours

  • Provide/coordinate after-hours alarm support

  • Assisting the local COMSEC account manager for COMSEC policy implementation

  • Coordination and support of classified conferences and provide visitor management support and badging

Required skills and experience includes:

  • An active Top Secret security clearance with SCI eligibility

  • Industrial security

  • Success in an office environment, where various forms of communication and organizational skills were crucial to be effective

  • Demonstrated strong customer service skills

Preferred skills and experience includes:

  • Government security policies, Automated Information Systems security, physical security and personnel security

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

If filled as Integrated Security Specialist - Advanced Professional, this position requires: Bachelor's Degree 3+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None If filled as Integrated Security Specialist - Intermediate Professional, this position requires: Associate Degree 2+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None

Your working location will be fully on-site, located in State College, Pennsylvania.

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $68,200.00 - $115,100.00.**THE PROPOSED SALARY RANGE MAY BE IMPACTED BY GEOGRAPHIC DIFFERENTIAL**
