Job summary

The Defense Logistics Agency (DLA) seeks a Program Analyst to serve as Contracting Officer's Representative (COR) on assigned contracts within J62KB. You will advise the Program Manager on contracting activities, oversee onboarding/offboarding of the contract team, and ensure performance against cost, schedule, and quality targets.

The role requires interpreting policies, monitoring contractor progress, and guiding contract administration.

Qualifications

• Interprets general policies to meet cost, schedule, and performance.
• Analyzes program areas to ensure cost, schedule, and performance accountability.
• Monitors contractor performance, evaluates progress, and assists the contracting officer with evaluations.
• Recommends changes and cost variations for analyses of deliverables.
• Manages contract awards, modifications, and related execution activities.
• Develops work instructions and SOPs; plans audits to ensure timely, quality deliverables.
• Assists with final evaluation of contractor performance for each task order.

Responsibilities

• Serves as the COR on assigned contracts within J62KB.
• Provides expert advice to the Program Manager on contracting activities including COR duties.
• Performs onboarding and offboarding of the contracting team for J62KB.
• Interprets policies and applies them to program deliverables to meet cost, schedule, and performance.
• Monitors and evaluates contractor performance and directs technical aspects within contract scope.
• Inspects and accepts completed work and assists with contractor performance evaluations.
• Acts as the government's technical representative for contract administration and provides direction to contractors.
• Represents the agency in meetings on technical issues.
• Plans pre-award and post-award activities and reviews.
• Evaluates contractor work plans and transition activities.
