The Air Force Civilian Service (AFCS) is seeking a Contracting Specialist, GS-1102-13, with the Air National Guard Air Force Reserve Command Test Center (AATC) headquartered on Morris ANGB, Tucson, AZ. This is an exceptional opportunity for a dynamic, experienced, and creative warranted contracting officer to support the procurement and fielding of cutting‑edge USAF software and hardware solutions.
In addition to Tucson, AZ, AATC has Operating Locations in Salt Lake City, Utah, Eglin AFB, Florida and Little Rock, Arkansas. AATC will consider alternate work locations for well‑qualified candidates. This is not a remote or teleworking position.
SALARY RANGE: $108,455 - $140, 994

Qualifications/Requirements
The primary purpose of this position is: To serve as a warranted contracting officer. To provide business advice and to perform all pre‑award and post‑award activities in support of a MAJCOM Operational Test and Evaluation organization. Procure services, commodities, and/or construction for complex and/or diversified programs such as enterprise‑wide strategic sourcing initiatives or programs affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state‑of‑the‑art systems, and/or programs and equipment that are not well defined or span successive program stages.
Experience of 3-5 years with possessing an existing contract warrant, (unlimited preferred but not required). Skill with FARs, DEAMS, 7600 process, MIPR, IDIQ, FFP.

Duties And Responsibilities
Incumbent will hold the distinct legal warrant required to obligate federal funds and bind the government to commercial contracts. Their core duty spans the entire acquisition lifecycle, which includes pre‑award acquisition and planning requirements alongside military mission partners, conducting market research, issuing solicitations, and evaluating defense contractor proposals. Responsible for conducting intense cost negotiations, executing formal awards, and performing post‑award administration to ensure contractors fulfill their performance and delivery metrics. Manages large‑scale infrastructure, complex construction, and highly technical research and development (R&D) or weapons systems contracts.
Advises leadership on contracting actions, directions, values, etc. to meet mission requirements. Works within the AATC contracting team to expeditiously contract for needed items, support, infrastructure, etc.
Works with military and civilian co-workers to get the mission accomplished.
Knowledge Skills And Abilities
- Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre‑award and post‑award actions for a variety of complex and/or diversified services and commodities.
- Knowledge of the business environment ( e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact finding/ market research.
- Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.
- Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
- Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; make sound, well‑informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals,
Other Significant Factors
- 1. Serves as a warranted contracting officer.
- 2. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- 3. May be required to work overtime.
- 4. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- 5. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- 6. The employee must meet the continuing acquisition education requirements IA W DoDI 5000.66 paragraph E2.2.8.
- 7. In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- 8. The employee must be able to obtain and maintain a TOP SECRET, SCI security clearance and other access.
- 9. This is a designated drug testing position; employee will be subject to random testing for drug use.
