Job summary

The Department of the Air Force is looking for a Warranted Contract Specialist (GS-1102-13) at Peterson Space Force Base, CO. In this role, you will provide expert business advice and perform the full range of pre-award and post-award contracting functions for procurements vital to the NORAD and USNORTHCOM missions. Key responsibilities include planning acquisition strategies, awarding complex contracts, and administering contract performance.

Salary: $109,246 - $142,022

Telework: up to 20%

Travel: up to 25%

Experience: 3-5 years desired experience

This is a Term position Not to Exceed 3 years; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply, and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position.

Qualifications

• U.S. Citizenship required.
• Must be able to obtain and maintain secret security clearance.
• Acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements.

Knowledge / Skills / Abilities

• Ability to plan and develop acquisition strategies for complex, high-dollar, or national-scope requirements, including selecting appropriate contract types, competition approaches, and small business considerations to meet program objectives.
• Skill in conducting market research and analyzing market trends, commercial practices, and technical data to structure sound, defensible acquisition approaches for ill-defined or evolving requirements.
• Ability to solicit, evaluate, and award contracts by preparing solicitation documents, assessing proposals, and determining the acceptability and reasonableness of offers in accordance with applicable laws and regulations.
• Skill in performing detailed cost and price analysis, such as cost breakdowns, learning curve analysis, and cost estimating relationships, sufficient to establish negotiation positions and determine the reasonableness of contractor proposals.
• Ability to plan and lead negotiations on price, technical requirements, and terms and conditions, and to reach equitable settlement agreements that protect the Government's interests.
• Ability to perform post-award contract administration actions, including modifying contracts, evaluating contractor performance, resolving disputes and claims, executing terminations, and completing contract closeout.
• Ability to research, interpret, and apply federal acquisition laws, regulations, case law, and precedent decisions to resolve complex contracting issues and communicate authoritative business advice, orally and in writing, to stakeholders at varying levels.
