The 71st Contracting Flight oversees two major installation contracts providing critical support for the 71st Flying Training Wing’s primary mission: developing and delivering the next generation of Air Force pilots. In addition, the Flight procures construction and specialized services to renew installation infrastructure and sustain flight training operations. As one of only nine permanent-party Contracting professionals supporting Vance AFB, you will directly see how your daily contributions drive the wing’s mission success. SALARY RANGE: $89,508 - $116,362

Qualifications/Requirements

To provide business advice and to perform all pre award and post award functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types; and to procure commodities and/or services for complex and/or diversified programs such as large weapon systems, command wide procurements, environmental Architect and Engineering Services, and/or environmental construction.

• Must be able to obtain and maintain a secret security clearance.
• Education requirements: A 4-year course of study leading to a bachelor's degree with a major in any field: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1100/contracting-series-1102/ Transcripts must be included.
• At the discretion of the supervisor, may serve as a warranted contracting officer.
• May be required to travel by military or commercial aircraft in the performance of TDY assignments.
• The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
• The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
• The employee is required to file a Confidential Financial Disclosure report, upon appointment and will be required to file annually.

Duties And Responsibilities

Provide business advice and perform pre-award and post-award functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types, procuring commodities, services and construction. Ensure effective market research, acquisition planning, contract award, contract performance management, and interpretation of contract law, thereby providing optimal contracting strategies to support the 71st Flying Training Wing’s mission: “Train the world’s best pilots to fly, fight, and win”.

Knowledges, Skills And Abilities (KSA)

• 1. Professional knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre award and post award actions for a variety of complex contracts for unique services, commodities, and/or construction.
• 2. Knowledge of the business environment (e.g. economic trends, awareness of commercial/business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.
• 3. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.
• 4. Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
• 5. Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.
