Hiring Agency: Air Force Services Agency

This position is Nonappropriated Fund (NAF) and will be assigned to the Air Force Services Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

Key Responsibilities

Serves as training instructor for the Air Force Nonappropriated Funds Procurement Office (AFNAFPO) training and certification program. Serves as an instructor for the Internet Based Purchasing System (IBPS) training program. Develops curriculum, implements, and conducts NAF Purchasing courses for eligible personnel. Works independently to develop criteria, evaluate, and modify existing lesson plans and develop new courses.

Coordinates with bases and conducts educational needs and interest surveys, develops programs determined necessary, and recommends program changes as needed. Conducts AFNAFPO contract training programs for all eligible NAFIs. Issues and monitors NAF contracting officer warrants. Provides assistance with NAF contracting policy. Maintains currency in developments in the education field and NAF policy and procedures; updates information as changes occur.

Assists in the development of guidance materials to explain regulatory and policy changes. Schedules office personnel in career or educational development. Briefs Services personnel and other DoD components on AFNAFPO programs, policies, and procedures. Prepares and issues solicitation documents, selects appropriate clauses, and ensures clear and complete specifications with well-defined statements of work and award factors. Negotiates prices, terms, and conditions.

Determines responsiveness and responsibility of offeror. Prepares award documentation and serves as contracting officer.

Requirements & Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
