Job description

Summary

The purpose of this position is to perform developmental assignments which are designed to provide the employee the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service‑, supply‑, or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. The position is centrally managed and funded by the Headquarters Air Force Personnel Center.

Overview

Salary: $49,960 to $64,952 per year (GS‑7). Remote: No. Telework eligible: Yes. Travel required: Occasional. Locations: Multiple Air Force bases across the United States including Eielson AFB, AK; Elmendorf AFB, AK; Maxwell AFB, AL; Little Rock AFB, AR; and many others.

Students: Current students enrolled in an accredited high school, college, or graduate institution.
Recent graduates: Individuals who have graduated from an accredited educational institute or certificate program within the last 2 years (6 years for Veterans).

Responsibilities
  • Follow established procedures to procure off‑the‑shelf materials available from commercial sources.
  • Prepare Invitation for Bid (IFB), Request for Quotation (RFQ) or Request for Proposal (RFP) ensuring technical descriptions and appropriate contract clauses are included.
  • Assist in monitoring contract performance and support contract termination.
  • Provide advice and assistance to others relating to contracting work and prepare correspondence.
Conditions of Employment
  • U.S. citizenship required.
  • Males must be registered for Selective Service.
  • PCS authorized; may require completion of CONUS agreement.
  • May be subject to random drug testing.
  • Work may be required outside normal hours, including evenings, weekends, and holidays.
  • Shift work and emergency overtime may be required.
  • Must maintain current certifications.
  • Must meet DAWIA and DoDI 5000.66 educational and training requirements.
  • Top Secret clearance required; may require polygraph and drug testing.
  • Probationary period of one year.
  • Possibly required to file Annual Confidential Financial Disclosure Report.
  • May need to relocate.
Qualifications

Basic Requirement: Bachelor’s degree from an accredited institution.

OR current active duty service member (not retired or separated) or current DOD employee with: 1) contracting officer authority before 30 Sept 2000; 2) GS‑1102 position pre‑30 Sept 2000; or 3) contingency contracting force.

Specialized Experience (minimum one year at GS‑05 level) in at least one of the following areas:

  1. Soliciting, evaluating, negotiating, and awarding contracts.
  2. Administering contracts and ensuring compliance.
  3. Terminating contracts analysis and settlement.
  4. Analyzing cost/price proposals and accounting systems.
  5. Planning, establishing, reviewing contracts, programs, policies, or procedures.
  6. Formulating and administering socioeconomic strategy policies.
  7. Developing acquisition strategies and directing procurements.
  8. Providing functional staff advisory services.

Education Requirements – Bachelor’s degree with SAA or equivalent in accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, or one year graduate level education in a related field.

Education

Foreign education may be used if credentials are equivalent to U.S. standards.
