Job summary

Simplex in Austin, TX is seeking a Contract Specialist to join a small procurement team on a contract basis. The role is on-site with a focus on developing solicitations, managing contracts, and ensuring regulatory compliance.

The ideal candidate has 4+ years of contract experience, strong negotiation and communication skills, and a solid understanding of procurement laws and policies. A Bachelor’s degree and CTCD/CTPM certification are preferred.

Qualifications

Responsibilities

• Develop solicitations, contracts, and amendments; evaluate bidder information.
• Coordinate procurement meetings (kick-offs, pre-proposal, post-award, evaluations).
• Coordinate contract negotiations and recommend annual awards.
• Prepare bid specifications.
• Investigate and resolve non-compliance issues; recommend cancellation/termination when needed.
• Monitor contract performance, billings, and fiscal data for policy compliance.
• Track legal/regulatory requirements and perform quality control reviews.
• Provide training and guidance on contract policies and procedures.
• Coordinate risk assessment and audit processes for contract monitoring.
• Evaluate expenditure data and project fund usage.
• Prepare and present reports to management.
• Maintain contract management database.

We are working with a successful Government Agency in Austin, Texas, to find a Contract Specialist to join a small team. This is a contract position. You must be based in Austin or able to commute to Austin. This position is on-site Monday through Friday.

Responsibilities

• Develop solicitations, contracts, and amendments; evaluate bidder information


• Coordinate and facilitate procurement meetings (kick-offs, pre-proposal, post-award, evaluations)

Requirements

• High school diploma or equivalent


• 4+ years of experience in contract development, management, or evaluation (education may substitute year-for-year)


• Strong knowledge of procurement/contract management law, policies, and best practices


• Skilled in negotiation, bid evaluation, written/verbal communication, and record-keeping


• Ability to interpret regulations, exercise independent judgment, and resolve problems proactively


• Valid driver's license (or ability to obtain one within 90 days)

Preferred

• Bachelor's degree in business, public administration, finance, accounting, supply chain management, or related field


• CTCD or CTPM certification


• Prior government agency experience (local/state/federal)
