Job summary

Public Health Solutions in New York, NY is seeking a Contract Manager–HIV Care & Treatment to oversee all contracting processes across the lifecycle, coordinate with internal and external partners, monitor contractor performance and spending, and provide technical assistance for program implementation.

The role emphasizes compliance with funders’ regulations, accurate reporting, and close collaboration with the Portfolio Manager to deliver HIV care and treatment initiatives with a strong focus

Qualifications

• Bachelor’s degree or equivalent in public health, public administration, or related field with 3+ years of work experience.
• Experience reviewing and negotiating scopes of work, budgets, payment requests, and programmatic data.
• Knowledge of post-award grant management procedures and public health service provision in non-profit organizations.
• Ability to learn quickly, manage multiple obligations, proactively problem-solve, and provide timely updates to supervisors.
• Excellent attention to detail, organizational skills, and ability to manage multiple contracts simultaneously.
• Ability to communicate complex information clearly with stakeholders at all levels.

Responsibilities

• Manage all aspects of the contract lifecycle from solicitations to closeout, budgets, and amendments.
• Monitor spend-down and adherence to approved budgets; address issues and modify budgets as needed.
• Review expenditure reports for accuracy and compliance with regulations (e.g., 2 CFR 200).
• Review progress reports to track milestones and performance metrics; ensure goals are met.
• Provide guidance to contractors to ensure compliance with contract terms and regulations.
• Facilitate site visits and draft associated reports.
• Ensure timely reporting and compliance with funding requirements.
