Qualifications

• 5 years of experience with at least 2 years in a supervisory role.
• Public-sector contracting experience, esp. professional services & construction, preferred.
• Proven success managing high-value and complex contracts.
• Strong understanding of compliance for Texas Local Government Procurement; water/wastewater experience a plus.

Responsibilities

• Provide centralized oversight of contract lifecycle administration across procurement contracts to ensure compliance.
• Develop and administer policies, templates, and standard operating practices for contract management.
• Review contracts, amendments, change orders, and related documents for compliance with laws and policies.
• Collaborate with executives and stakeholders to facilitate contract administration and resolve issues.
• Implement and audit contract management systems and records management.
• Monitor budgets, payments, and performance throughout the lifecycle.
• Identify risks and conduct audits, interpreting FAR/CAS where applicable.
• Provide guidance on procurement procedures, compliance, and closeout activities.
• Prepare documentation for committees and Board actions.
• Perform other duties as assigned.
