This role is remote with potential travel to our main office in New Hyde Park, NY or the FreedomCare hub closest to you.

Department & Position Overview:

At FreedomCare, we provide innovative healthcare solutions that empower individuals and enhance their quality of life. We are seeking a detail-oriented and proactive Contract & Licensing Specialist to streamline the contracting and licensing processes with Medicaid payors, state and county agencies, and Managed Care Organizations (MCOs). This role ensures compliance and smooth expansion into new markets, supporting FreedomCare's mission to provide home-based healthcare solutions.

This role will focus on managing all contracts and licenses with State and County Agencies, Managed Care Organizations (MCOs) and state payors nationally, overseeing applications for new states, and ensuring timely follow-up, and renewal on all contract-related matters.

Responsibilities will include :

Contract Management

  • Ensure all contracts with state and county agencies, Medicaid payors, and MCOs adhere to legal and regulatory requirements.
  • Handle Change of Ownership (CHOW) applications and lead the state licensure process for new markets.

Contract Oversight & Documentation

  • Responsible for the accuracy of all documentation in support of contracts.
  • Oversee the full lifecycle of contracts, including drafting, reviewing, and renewing agreements.
  • Maintain meticulous records of contracts, licensing documents, and compliance filings.

Application & Renewal Management

  • Lead the submission and tracking of new state Medicaid applications, ensuring all required documentation is accurate and timely.

Collaboration & Stakeholder Management

  • Work cross-functionally with State Operations, Launch Operations, Legal, Compliance, and Finance to ensure contract alignment.
  • Act as a liaison between FreedomCare and state agencies, Medicaid payors, and managed care organizations.

Reporting & Process Optimization

  • Develop and maintain reports to track contract statuses, application progress, and compliance metrics and provide insight to stakeholders on status.
  • Recommend process improvements to enhance contract and licensing efficiency.


Ideal Candidate Will Possess :

  • Bachelor’s degree in Healthcare Administration, Business Administration, Legal Studies, Public Policy, or a related field (required) .
  • Minimum 3 years of experience in contract management, licensing, or regulatory compliance in healthcare, Medicaid, or managed care (required) .
  • Paralegal or Compliance Background (a plus)
  • Experience handling state Medicaid/Medicare applications or regulatory filings (preferred) .
  • Proficiency in contract management software (ContractWorks a plus) and Microsoft Office Suite (required) .
  • Experience with Jira or project management tools (preferred) .
  • Notary Public certification (preferred) .
  • Strong attention to detail, organization, and regulatory knowledge are essential qualities.
  • Ability to manage multiple priorities and deadlines
  • Ability to handle highly sensitive and confidential information, including executive-level data, with the utmost discretion and professionalism

At FreedomCare, base pay is one part of our total compensation package and is determined within a range. This provides our employees with the opportunity to professionally grow and develop within a role. The base pay range for this role is between $60,000 and $70,000 per year at the commencement of your first year of employment. Compensation decisions are dependent upon a variety of factors which may include, but are not limited to: skill set, years of relevant experience, education, location, and licensure/certifications.
