Job summary

City of Phoenix is seeking an Equal Opportunity Specialist in the Small Business Support Division to monitor contracts and ensure fair access to City contracting opportunities. The ideal candidate will report to the EOS Lead and collaborate with contractors, regulatory agencies, and community partners while maintaining accurate records across databases and Office tools.

Qualifications

  • Three years of professional experience in the investigation and evaluation of civil rights complaints, advocacy, or education, equal opportunity, or community relations outreach activities.
  • Bachelor's degree in political science, business administration, personnel, law, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

About This Position

The City of Phoenix Equal Opportunity Department is dedicated to creating an environment where everyone feels valued in our community to advance economic opportunities for small businesses in Phoenix.

The Equal Opportunity Department is seeking a motivated and detail-oriented professional to serve as an Equal Opportunity Specialist (EOS) in the Small Business Support Division. In this role, you'll help ensure that small businesses have fair access to City contracting opportunities by conducting contract monitoring and outreach efforts. You'll be part of a team of professionals supporting the City's mission to promote small business programs. This position reports directly to an EOS Lead in the Small Business Support Division.

This position is primarily office-based with occasional site visits to project locations. Some evening or weekend work may be required for outreach events or citywide initiatives.

Responsibilities Include
  • Monitor contracts to ensure compliance with small business participation.
  • Conduct investigations, site visits, and audits to assess program adherence.
  • Deliver public forums, stakeholder meetings, and outreach events.

IDEAL CANDIDATE
  • Knowledge of:
    • Federal, state, and local small business program laws and regulations (e.g., USDOT, SBA).
    • Small business certification, contract monitoring, audit processes, and public procurement practices.
    • Accounting and small business program management systems.
  • Ability to:
    • Conduct site visits, audits, and investigations to ensure program compliance.
    • Deliver public presentations and facilitate stakeholder engagement.
    • Analyze data and prepare clear, fact-based reports.
    • Manage multiple priorities in a fast-paced setting.
    • Communicate effectively with all levels of leadership.

SALARY

Pay Range: $74,422.40 to $104,728.00 annually.

Hiring Range: $72,442.40 to $94,993.60 annually.

Pay Range Explanation
  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Preferred Qualifications
  • Experience with small business certification and/or contact monitoring.
  • Public speaking experience, including presentations, trainings, and/or stakeholder outreach.
  • Experience with SAP or similar enterprise systems, accounting tools, and Microsoft Office applications.
  • Experience with small business compliance management systems, tools, and applications.
  • Experience with USDOT, SBA, or local small business program laws and regulations.
  • Experience conducting internal and external audits for program compliance.
  • Experience in analytical and fact-based writing.
