Qualifications

  • Two years of experience as an Information Technology Systems Specialist involving data privacy initiatives, privacy‑related analysis, and contributing to privacy compliance efforts.
  • Bachelor's or advanced degree in a related field.
  • All finalists for positions are subject to a criminal background check applicable to the department or position; CJIS background standards apply.

Responsibilities

  • Analyze business processes, data flows, and systems to identify privacy risks and gaps.
  • Support compliance with data protection laws such as COPPA, FERPA, HIPAA, and organizational policies.
  • Conduct privacy impact assessments (PIAs).
  • Maintain inventories of personal data and processing activities.
  • Review new projects, vendors, and technologies for privacy risk.
  • Assist in developing and maintaining privacy policies, notices, and procedures.

About This Position

The Information Technology Services Department is seeking a Senior Privacy & Compliance Analyst to join the Data Privacy Office (DPO) . This Senior Privacy & Compliance Analyst will help ensure that an organization collects, manages, stores, and shares data in ways that comply with privacy laws, internal policies, and industry best practices. The role focuses on assessing privacy risks, supporting compliance initiatives, reviewing data‑handling processes, and partnering with cross‑functional teams to protect personal and sensitive information. This position is essential for maintaining trust with customers, employees, partners, and regulators.

Key Responsibilities
  • Analyze business processes, data flows, and systems to identify privacy risks and gaps.
  • Support compliance with data protection laws such as COPPA, FERPA, HIPAA, and organizational policies.
  • Conduct privacy impact assessments (PIAs).
  • Maintain inventories of personal data and processing activities.
  • Review new projects, vendors, and technologies for privacy risk.
  • Assist in developing and maintaining privacy policies, notices, and procedures.
  • Collaborate with cross functional teams to ensure privacy controls are implemented.

Telework Eligibility And Requirements
  • This position is eligible for a hybrid telework schedule up to 3 days per week, after 90 days of employment. Based on performance, attendance, and approval from the Chief Privacy Officer.
  • This position requires the ability to attend meetings and trainings in‑person at a designated City work location when required based on operational needs. This could potentially include a midday request to attend a same‑day meeting at a designated City work location.
  • Preference will be given to candidates residing locally or within the state of Arizona; however candidates willing to relocate by the time of hire are also encouraged to apply.

  • Excellent communicator who can translate privacy requirements into practical guidance.
  • Comfortable working with cross functional teams (IT, Legal, Security, HR, Operations).
  • Proactive and able to anticipate potential privacy issues before they arise.
  • Familiar with privacy regulations and willing to stay current as laws evolve.
  • High integrity and commitment to protecting sensitive information.
SALARY

Pay Range: $115,460.80 to $133,660.80, annually.

Hiring Range: $115,460.80 to $127,296.00 annually.

  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications
  • Two years of experience as an Information Technology Systems Specialist involving data privacy initiatives, privacy‑related analysis, and contributing to privacy compliance efforts.
  • Bachelor's or advanced degree in a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • This position is subject to Criminal Justice Information Systems (CJIS) background standards. Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. Any records returned will be reviewed to determine the candidate's suitability for the job
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications
  • IAPP certification such as CIPP,CIPM,AIGP, or FIP.
  • Experience conducting privacy impact assessments.
  • Compliance experience with HIPAA, COPPA,FERPA, and regulatory requirements.
  • Experience using OneTrust.
  • Juris Doctorate Degree is preferred.
